MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR SEPTEMBER 9, 2020

A meeting of the Common Council was held on September 9, 2020 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.     

ROLL CALL: Steve Bell, Brad Deal, Shane Litz, Angela Modesitt, Karen Boes and Mayor Brian Wyndham.

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • City Attorney Traci Orman, Clerk-Treasurer Karen McQueen, Frank Phillips with the Brazil Times and city resident Roy Kellar Senior. 

PRAYER was said by Steve Bell.                      

APPROVAL OF MINUTES: Steve Bell made a motion to approve the August 12, 2020 minutes, seconded by Shane Litz.  Motion passed 5-0.

AUDIENCE COMMENTS: Roy Kellar Senior, resident at 121 South Alabama Streetwas present to discuss with council the parking lot adjacent from his home on the South East corner of South Alabama Street and Jackson Street.  The parking lot is owned by Clay County and is being used for parking at the Clay County Community Corrections Building.  Roy Kellar’s concern is that the parking lot is gravel and should be paved per Ordinance #12-1964.  Roy Kellar stated that the parking lot has been gravel now for roughly 4 ½ years and it is time to pave it.  He stated that the amount of dust that it continues to produce is heavy and bothersome.  He closed asking the council for help with this situation.  *Mayor Brian Wyndham stated that he would look into this.

NEW BUSINESS:

  1. Approval of Chicken Coop, Brandy Pierce – Steve Bell made a motion to approve chicken coop, seconded by Shane Litz.  Motion passed 5-0.
  2. Mayor’s 2021 Salary Ordinance # 2020 – Shane Litz made a motion to approve the first reading of Ordinance # – 2020, seconded by Brad Deal.  Motion passed 5-0.
  • Clerk-Treasurer’s 2021 Salary Ordinance # -2020 – Shane Litz made a motion to approve the first reading of Ordinance # – 2020, seconded by Brad Deal.  Motion passed 5-0.
  • Council’s 2021 Salary Ordinance # -2020 – Shane Litz made a motion to approve the first reading of Ordinance # – 2020, seconded by Brad Deal.  Motion passed 5-0.
  • Fire 2021 Salary Ordinance # – 2020 – Shane Litz made a motion to approve the first reading of Ordinance # – 2020, seconded by Brad Deal.  Motion passed 5-0.
  • Police 2021 Salary Ordinance # -2020 – Shane Litz made a motion to approve the first reading of Ordinance # – 2020 with the changes of a first year Police Officer’s Salary to start at $42,507.52, seconded by Brad Deal.  Motion passed 5-0.
  • Employee’s and Appointee’s 2021 Salary Ordinance # – 2020 – Shane Litz made a motion to approve the first reading of Ordinance # – 2020, seconded by Brad Deal.  Motion passed 5-0.
  • Public Hearing and First Reading for the 2021 Budget – Postponed
  • Interlocal Agreement regarding Dispatch Contract – The Contract would be a 4 year agreement, Resolution #11-2020.  Angie Modesitt made a motion to approve Resolution #11-2020, seconded by Brad Deal.  Motion passed 5-0. 

COUNCIL COMMENTS:

Steve Bell –

· Inquired as to the status of Project Lifesaver.

· Brought up the Comp Plan that the City implemented a few years ago and encouraged everyone to get their copy out and take a look through it. It is a great resource.

· Brought up his concern about Clay County 2A (Second Amendment) and how there are people who are out there patrolling on their own and he believes this is dangerous.

Brad Deal –

  • Inquired as to the status of Safe Haven Baby Box

Next City Council Meeting scheduled for September 23, 2020 at 5:00 p.m., first reading and Public Hearing of the 2021 budget.       

ADJOURNMENT: Steve Bell made a motion to adjourn meeting; seconded by Brad Deal.  The motion passed 5-0.  Meeting adjourned at 6:28 p.m.
