MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR FEBRUARY 28, 2024

A meeting with the Board of Public Works was held on February 28, 2024, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

The Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett and City Attorney Traci Orman

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, PZ Administrator Janet McClellan, PZ Asst Cathy Hunter, Brazil Times Representative Haylee Cooper

APPROVAL OF MINUTES:  Ruthann Jeffries made a motion to approve the minutes from February 14, 2024, seconded by Mayor Wyndham.  The motion passed 3-0.

     AUDIENCE COMMENTS: None

PUBLIC SAFETY REPORT: Chief McQueen, Police Chief

  • There were 655 calls for service in January 2024 which led to 68 incident reports, 10 arrests, 15 tickets, 81 warnings and 4 vehicle impounds.

     OLD BUSINESS: None

      NEW BUSINESS:

  1. Memorandum of Understanding – Clay County Senior Citizens – Ruthann Jeffries made a motion to approve a total of $10,000 per year, for years 2024-2026 to the Clay County Senior Citizens to supplement their program, with $6000 appropriated each year from the General Fund and $4000 each year appropriated from ARPA Funds, seconded by Linda Messmer.  The motion passed 3-0.

  3. Change Order No. 4 ($7,332) – Linda Messmer made a motion to approve Change Order No. 4 for the Forest Park Splash Pad project for $7,332 which will allow for a retaining wall to be built for the bathroom, seconded by Ruthann Jeffries.  The motion passed. 3-0.
  4. Water
  5. US40 Raw Water Main Relocation (Van Hoy)
  6. Change Order No. 3 ($45,000)
  7. Van Hoy Pay Application No. 9 ($45,000)

Ruthann Jeffries made a motion to approve Change Order No. 3 and Van Hoy Pay Application No. 9 for directional drilling and credits for liquidated damages, from Van Hoy & Sons for $45,000, seconded by Linda Messmer.  The motion passed 3-0.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA ITEMS:

  • The next meeting will be March 13 at 10:00 a.m. in the Council Chambers.

   ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded  

   by Linda Messmer.  The motion passed 3-0.  The meeting was adjourned at 10:14 a.m.
