MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR MARCH 27, 2024

A meeting with the Board of Public Works was held on March 27, 2024, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

The Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Treasurer Melissa Dorsett (Traci Orman was absent0

OTHERS PRESENT: Asst Police Chief Dennis Archer, PZ Administrator Janet McClellan, PZ Asst Cathy Hunter, Tony Akles from Strand Associates, Brazil Times Representative Haylee Cooper

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from March 13, 2024, seconded by Ruthann Jeffries. The motion passed 3-0.

     AUDIENCE COMMENTS: None

PUBLIC SAFETY REPORT: Dennis Archer, Asst. Police Chief

  • There were 655 calls for service in February which led to 83 incident reports, 23 arrests, 42 tickets and 84 warnings.
  • Police are in the process of completing yearly training requirements in various topics as required by the State of Indiana.
  • Officer Rudisel has completed Field Training and is scheduled to attend the required training at the Police Academy this summer.

     NEW BUSINESS:

  1. Water – US40 Raw Water Line and Wells (SRF Application)
    1. Public Hearing: PER to obtain assistance for DWSRF Loan Program  –
  2. A Public Hearing was opened at 10:15. Tony Akles from Strand Associates led the Public Hearing and discussed the US40 Raw Water Line and Wells project.  The Public Hearing was closed at 10:43. (Public Hearing minutes are attached.)
    1. Resolution 3-2024: Signature Authorization Resolution – Linda Messmer made a motion to approve Resolution No. 3-2024, an SRF Loan Program Signatory Authorization Resolution, seconded by Ruthann Jeffries.  The motion passed 3-0.
    1. Resolution 4-2024: PER Acceptance Resolution – Ruthann Jeffries made a motion to approve Resolution No. 4-2024, a PER Acceptance Resolution, seconded by Linda Messmer.  The motion passed 3-0.
  3. Police: Updated Standard Operating Procedures (SOPs)

  4. Asst. Chief Dennis Archer was present to discuss the Updated Standard Operating Procedures (SOPs) for the City of Brazil Police Department. Archer discussed the recent Police Reform Bill and the required changes implemented to the City’s SOPs to stay in compliance with the State. Linda Messmer made a motion to approve the updated SOPs for the City of Brazil Police Department, seconded by Ruthann Jeffries.  The motion passed 3-0.
  5. Approval – Jerrell Invoice IOCRA Round II 2024 – Linda Messmer made a motion to approve an invoice from Jerrell Consulting & Grant Administration Services, LLC for $5,000 for services on the IOCRA Round II 2024 Grant for a Water Improvements Construction Project, seconded by Ruthann Jeffries.  The motion passed 3-0.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA ITEMS:

  • The next meeting will be April 10 at 10:00 a.m. in the Council Chambers.

   ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded  

   by Linda Messmer.  The motion passed 3-0.  The meeting was adjourned at 10:46 a.m.
