MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR SEPTEMBER 23, 2020

A meeting of the Common Council was held on September 23, 2020 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.     

ROLL CALL: Steve Bell, Brad Deal, Shane Litz, Angela Modesitt, Karen Boes and Mayor Brian Wyndham.

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • City Attorney Traci Orman, Clerk-Treasurer Karen McQueen, Police Chief Clint McQueen and Ryan Wallace with Wallace Brothers Trash Services.

PRAYER was said by Steve Bell.                      

APPROVAL OF MINUTES: None

AUDIENCE COMMENTS: Ryan Wallace with Wallace Brothers Trash Service was present to discuss with Council a proposal of an extended contract for services.  City Attorney Traci Orman stated that she would need to research extended contracts and the possible need for other RFP’s.  Wallace Brothers current contract ends at the end of 2021.   

OLD BUSINESS:    NONE

NEW BUSINESS:

  1. 2021 Budget Public Hearing – Budget Public Hearing was opened at 5:02 p.m.  Police Chief, Clint McQueen was present to request from Council an additional $35,000.00 for the police department’s 2021 budget year.  Chief McQueen stated that the additional money would be used for part-time police officer help.  He also stated that he would like to use existing money in his current budget to fund the purchase of equipment that would be needed for the new part-time police officers.  Council unanimously agreed to Chief McQueen’s request and stated that they would do an additional appropriation the first of the 2021 year.  With no further requests or comments the 2021 Budget Public Hearing was closed at 5:19 p.m. 
  2. First Reading of the 2021 Budget – Ordinance #19-2020 was presented to the council.  Angie Modesitt made a motion to approve the first reading of the 2021 budget, seconded by Steve Bell.  Motion passed 5-0.
  3. Revised Dispatch Interlocal Agreement – The Clay County Council members would like to see the Dispatch Interlocal Agreement modified.  The modification would reflect a verbiage change regarding the number of dispatchers required to be employed in the Dispatch Interlocal Agreement.  Brad Deal made a motion to approve Resolution #11-2020 with the modification requested, seconded by Karen Boes.  Motion passed 5-0.   
  4. Trick or Treat Days and Hours – Shane Litz made a motion for Trick or Treat days to be on October 30th and 31st from 6:00-9:00 p.m. contingent on any mandates that Indiana, Governor Holcomb may put into place, seconded by Brad Deal.  Motion passed 5-0.

COUNCIL COMMENTS:

Brad Deal – Stated that there is a non-compliant Chicken Coop that has been put up on North Alabama Street between 402 and 422 North Alabama Street, no permit has been issued as of today.  *Chief Clint McQueen stated that he would reach out to the individual who has started the chicken coop and explain to them that they must reach out to Planning and Zoning Administrator Janet McClellan.

Karen Boes – Wanted to check and see if anyone had reached out to her neighbor yet about the tree issue that the neighbor has been having.  *Mayor Brian Wyndham stated that our tree people have been extremely backed up and this issue would be taken care of soon.

Shane Litz – Has heard many positive comments on the paving that has been completed in the City of Brazil.   

MAYOR COMMENTS:

Mayor informed council members that the city just completed the new HVAC system and the new windows for city hall are starting to be installed as well. 

FUTURE AGENDA ITEMS:

Next City Council Meeting scheduled for October 14, 2020 at 5:00 p.m., second reading and adoption of the 2021 budget.       

ADJOURNMENT: Steve Bell made a motion to adjourn meeting; seconded by Brad Deal.  The motion passed 5-0.  Meeting adjourned at 5:55 p.m.
