MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR APRIL 10, 2019

 

A meeting of the Common Council was held on April 10, 2019 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Steve Bell, Roy Kellar, Brad Deal, Shane Litz and Mayor Brian Wyndham.  Angie Modesitt was absent.

The Pledge to the Flag was led by Mayor Brian Wyndham.

Prayer was led by Steve Bell

OTHERS PRESENT: City Attorney Traci Orman, Clerk-Treasurer Karen McQueen, Eric Somheil, Dr. Johnson and Kristy Jerrell – Grant Administrator.

APPROVAL OF MINUTES:  Steve Bell made a motion to approve minutes from March 13, 2019, seconded by Brad Deal. The motion passed 4-0.

AUDIENCE COMMENTS: None

 

OLD BUSINESS:

  • Second reading of Ordinance 8-2019: Timberland et al. Petition for a vacation of streets and alleys – Eric Somheil was present to discuss the petition with council.  Shane Litz made a motion to approve Ordinance #8-2019, seconded by Brad Deal.  Passed 4-0.

 

NEW BUSINESS:

  • Public Hearing regarding Stormwater Planning Grant – Mayor Brian Wyndham opened the Public Hearing up at 5:32pm. Kristy Jerrell the City of Brazil’s Grant Administrator discussed the Grant with council.  Mayor Brian Wyndham closed the Public Hearing at 6:07 p.m.
  • Resolution #2-2019 Approving the plan regarding Stormwater Planning Grant was presented to council. Steve Bell made a motion to approve Resolution #2-2019, seconded by Roy Kellar.  Passed 4-0.
  • Johnson was present to discuss the future of a bike trail being added to Craig Park.
  • Mayor Brian Wyndham presented information on behalf of the Clay County Parks Association concerning a grant for a bridge at the walking trail located at Craig park. –The Clay County Parks Association would like to ask permission from the council to allow financials to pass through the City of Brazil.  All Payments made on behalf of the Clay County Parks Association would be reimbursable to the City of Brazil upon request from the City of Brazil and receipt of money from the State of Indiana.  Shane Litz made a motion to approve the City of Brazil to be a financial pass through for the Clay County Parks Association, seconded by Brad Deal.  Passed 4-0.

 

COUNCIL COMMENTS: 

  • Shane Litz wanted the council to be aware that the Golf Course will be needing extensive repairs to their golf cart paths in the near future and will be asking for help to fund these repairs from the City of Brazil.
  • Roy Kellar would like to see the roads on North Alabama to Hendrix Street where storm water improvements were made, repaved.

MAYOR COMMENTS:

  • Mayor Brian Wyndham commented that the local License Branch contacted him and requested that more speed limit signs be placed on North Walnut Street. Council agreed to take a look at how many speed limit signs were already located on Walnut and discuss it at the May meeting.
  • Mayor Brian Wyndham also discussed the upcoming contract for dispatch services between the county and the city. Mayor Brian Wyndham stated that the system in place is a very good system, however the affordability of the new contract would be up for discussion.  Currently the county is proposing a non-negotiable contract for dispatch services to be $150,000.00 for the 2020 calendar year.  Mayor Brian Wyndham explained that himself, along with the City of Brazil’s Police Chief Clint McQueen, Asst Chief Dennis Archer, Sheriff Paul Harden and Chief Sheriff’s Deputy Josh Clark would be meeting again soon for further discussion.

 

ADJOURNMENT: Steve Bell made a motion to adjourn meeting; seconded by Brad Deal.  The motion passed 5-0.  Meeting adjourned at 6:48 p.m.
