MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR APRIL 24, 2019

 

A meeting of the Common Council was held on April 24, 2019 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Steve Bell, Roy Kellar, Brad Deal, Shane Litz, Angie Modesitt and Mayor Brian Wyndham.

The Pledge to the Flag was led by Mayor Brian Wyndham.

Prayer was led by Steve Bell

OTHERS PRESENT: City Attorney Traci Orman, Clerk-Treasurer Karen McQueen, and attached list of others present.

APPROVAL OF MINUTES:  None

AUDIENCE COMMENTS: None

 

 

NEW BUSINESS:

  • Discussion of the Dispatch Contract between the City of Brazil and Clay County Sheriff’s Department – Mayor Brian Wyndham opened the floor up for discussion.
  • Elliot Mullinix – City of Brazil Police Officer, was present on behalf of the City of Brazil Police Union. He explained that dispatch services are extremely important to police officers and are the police officers “Lifeline.”  He explained that the Union is concerned for the safety of the City of Brazil’s citizens.
  • Casey Harder – City of Brazil Police Officer questioned the county’s use of money that has been given to the dispatch thus far been used for?
  • Paul Harden – Clay County Sheriff stated that they have hired 2 dispatchers, added a 3rd 911 terminal, updated the recording system, and updated the CADD system.
  • Josh Clark – Clay County Sheriff Chief Deputy stated that he felt the county would not need as much equipment if it didn’t have the City of Brazil’s calls.
  • Brian Wyndham – City of Brazil Mayor stated that the “current system is working good” and conversation should be redirected towards the affordability not if the system is working. He also stated that no counties surrounding Clay County/City of Brazil are paying contract fees.  Finally, he stated that the County and the City have a good working relationship and he felt that Council members on both sides could get together and work this out.
  • Roy Kellar – City Councilman wanted to know how much the county received for 911 fees?
  • Jennifer Flater – County Auditor stated that the County receives roughly $34,000 monthly from these fees.
  • Shane Litz – City Councilman wanted to know what would happen if an individual dialed 911 within city limits after normal operating hours of the Police Department and there was no contract for services between the city and the county?
  • Paul Harden – Clay County Sheriff, stated that they would transfer the call to the City of Brazil Police Department.
  • Shane Litz – City Councilman expressed his concern with transferring a call to a non-working number in an emergency situation. Finally, he stated that he would like to see 2 councilmen from both the County and the City get together and discuss the situation more.

 

ADJOURNMENT: Shane Litz made a motion to adjourn meeting; seconded by Steve Bell.  The motion passed 5-0.  Meeting adjourned at 5:55 p.m.
