MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR OCTOBER 9, 2019

 

A meeting of the Common Council was held on October 9, 2019 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Steve Bell, Roy Kellar, Shane Litz, Angela Modesitt, Brad Deal and Mayor Brian Wyndham.

The Pledge to the Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT: Clerk-Treasurer Karen McQueen, Frank Phillips of the Brazil Times, City Attorney Traci Orman, and city resident Mr. Wetnight.

PRAYER was said by Steve Bell

APPROVAL OF MINUTES: Shane Litz made a motion to approve the August 14, 2019 and the September 18, 2019 minutes, seconded by Roy Kellar.  Passed 5-0.

AUDIENCE COMMENTS: Mr. Wetnight was present to express to council the need to clean up a property that is near his home.  10 South Leavitt Street.

 

OLD BUSINESS:

  • Ordinance 11-2019: 2020 Budget (2nd reading) – Roy Kellar made a motion to approve the 2020 City of Brazil Budget, seconded by Steve Bell. Passed 5-0.
  • Ordinance #12-2019: Second Reading – Salary of Mayor, – Brad Deal made a motion to approve the second reading of Ordinance #12-2019, seconded by Angie Modesitt. Passed 5-0.
  • Ordinance #13-2019: Second Reading – Salary of the Clerk-Treasurer, Brad Deal made a motion to approve the second reading of Ordinance #13-2019, seconded by Angie Modesitt. Passed 5-0.
  • Ordinance #14-2019: Second Reading – Salary of the Common Council, Brad Deal made a motion to approve the second reading of Ordinance #14-2019, seconded by Angie Modesitt. Passed 5-0.
  • Ordinance #15-2019: Second Reading – Salary for Police Officers, Brad Deal made a motion to approve second reading of Ordinance #15-2019, seconded by Angie Modesitt. Passed 5-0.
  • Ordinance #16-2019: Second Reading Salary for Fire Fighters – Brad Deal made a motion to approve the second reading of Ordinance #16-2019, seconded by Angie Modesitt. Passed 5-0.
  • Ordinance #17-2019: Second Reading Salary for Appointed Officers and Employees – Brad Deal made a motion to approve the second reading of Ordinance #17-2019, seconded by Angie Modesitt. Passed 5-0.
  • Handicapped Parking Spots on Church Street – Council decided to add 1 additional spot to the already existing spot. City Attorney Traci Orman will prepare an Ordinance for the extra spot.

 

NEW BUSINESS:

 

  • Ordinance 19-2019: Stop streets on Boone Dunbar Dr. – Shane Litz made a motion to suspend the rules and pass Ordinance #19-2019 on the first reading, seconded by Brad Deal.  Passed 5-0.  Shane Litz then made a motion to approve Ordinance #19-2019, seconded by Brad Deal.  Passed 5-0.
  • City Council Appointment to the County Economic Development Commission – Steve Bell made a motion to appoint Shane Litz to the County Economic Development Commission, seconded by Brad Deal. Passed 5-0.

 

 

  

 

COUNCIL COMMENTS: 

Steve Bell: Would like to see speed limit signs in the Saint Andrews Glen area.

 

Shane Litz: Stated that he was very happy that the State cleaned up the retention pond on State Road 59.

 

MAYOR COMMENTS:

Mayor Brian Wyndham: Informed Council that the City would be looking into some bonding for the City of Brazil and he would be getting the information out to them in the near future.

 

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Roy Kellar.  The motion passed 5-0.  Meeting adjourned at 5:37 p.m.
