MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR NOVEMBER 14, 2019

 

A meeting with the Board of Public Works was held on November 14, 2019 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman and Deputy Clerk Melissa Dorsett.

OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, Fire Chief Jake Bennett, Police Chief Clint McQueen, Daniel Rose

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from October 23, 2019 and October 29, 2019; seconded by Ruthann Jeffries.  The motion passed 3-0.

AUDIENCE COMMENTS: NONE

POLICE CHIEF REPORT: Chief Clint McQueen

  • There were 780 calls for service during October 2019 which led to 95 incident reports, 31 arrests, 34 tickets, 101 warnings, 20 crashes, 14 impounds and 11 handgun permits.
  • Chief McQueen explained the impound procedure and reasons for impounds
  • Special Events: Covered Bridge traffic control went well.
    • Future Events: Shop w/ a Cop the Turkey Trot 5K
    • Dispatch 1-year contract is signed

 

OLD BUSINESS: 

  1. Façade Bids – Two bids were received and opened on the October 23 meeting. Both bids were over budget and it is the recommendation of the City Attorney that both bids be rejected.  Ruthann Jeffries made a motion to reject both bids for the Façade Grant construction, seconded by Linda Messmer. The motion passed 3-0.

 

NEW BUSINESS: 

  1. Clean-Up Regarding W. Center St. (parcel no. 018-04810-00) – Linda Messmer made a motion to approve the clean-up of W. Center St, seconded by Ruthann Jeffries.  The motion passed 3-0.  City Attorney Traci Orman requested that written permission be granted by owner of the lot directly in front of the subject lot (as that lot is land locked) for the City to access the property.
  2. Approval of Deed Regarding Colfax St. – The City will be paving part of Colfax St., from Logan to Normandy, and it is necessary for the City to deed this portion of Colfax to the Brazil Redevelopment Authority in order to lease it to the Clay County Redevelopment Commission per the terms of the bond and leasing set up for same.  Ruthann Jeffries made a motion to approve the quit claim deed regarding the transfer of a portion of Colfax to the RDA, seconded by Linda Messmer.  The motion passed 3-0.
  3. Resolution 4-2019: Regarding City Personnel Entering Private Property –There are situations when city departments [water, wastewater, street) need to enter private property for certain reasons and need to obtain written permission and signature from the property owner.  Resolution 4-2019 will require a signed Right to Entry Property form prior to City Personnel entering private property, Linda Messmer made a motion to approve Resolution 4-2019, seconded by Ruthann Jeffries.  The motion passed 3-0.
  4. 2019 Contract for Outside Wastewater Services – There is a typo on page 2 of the 2019 Contract.  Dates should read January 1 through December 31, 2019 instead of January 1st to January 31stRuthann Jeffries made a motion to approve and initial the corrected date, seconded by Linda Messmer.  The motion passed 3-0.

 

CLAIMS:  

  1. Clerk – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer.  The motion passed 3-0
  2. Utilities – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries.  The motion passed 3-0.

 

FUTURE AGENDA: The second BOW meeting in December will be held at 10:00 a.m. on Monday, December 23rd.  Claims will be ready for review on Friday, December 20th.

 

MAYOR COMMENTS:  The VFW held a 5K on Saturday and City Hall had several representatives participate in the race.

 

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:46 a.m.
