MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR SEPTEMBER 29, 2021

A meeting of the Common Council was held on September 29, 2021 at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.        

ROLL CALL: Shane Litz, Brad Deal, Angie Modesitt and Karen Boes and Steve Bell.   

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Clerk-Treasurer Karen McQueen, City Attorney Traci Orman and Bennett with the Brazil Times.

PRAYER was said by Steve Bell.                      

APPROVAL OF MINUTES: None 

AUDIENCE COMMENTS: None

NEW BUSINESS:

  1. Public Hearing on the 2022 Budget – The Public Hearing for the 2022 Budget was opened up @ 5:02 pm.  With no audience comments or discussion the Public Hearing for the 2022 Budget was closed @ 5:04 pm.
  2. Ordinance 23-2021 for the 2022 Budget (1st reading) – Shane Litz made a motion to approve the first reading of Ordinance 23-2021, seconded by Karen Boes.  Motion passed 5-0. 
  3. Ordinance 18-2021 for the Mayor’s Salary 2022 (1st reading) – Shane Litz made a motion to approve the first reading of Ordinance 18-2021, seconded by Karen Boes.  Motion passed 5-0. 
  4. Ordinance 17-2021 for the Clerk’s Salary 2022 (1st reading)– Shane Litz made a motion to approve the first reading of Ordinance 17-2021, seconded by Karen Boes.  Motion passed 5-0. 
  5. Ordinance 19-2021 for the Council’s Salary 2022 (1st reading)– Shane Litz made a motion to approve the first reading of Ordinance 19-2021, seconded by Karen Boes.  Motion passed 5-0. 
  6. Ordinance 20-2021 for the Police Department Salaries 2022 (1st reading) – Shane Litz made a motion to approve the first reading of Ordinance 20-2021, seconded by Karen Boes.  Motion passed 5-0. 
  7. Ordinance 21-2021 for the Fire Department Salaries 2022 (1st reading– Shane Litz made a motion to approve the first reading of Ordinance 21-2021, seconded by Karen Boes.  Motion passed 5-0. 
  8. Ordinance 22-2021 for the Appointees and Employees’ Salary 2022 (1st reading) – Shane Litz made a motion to approve the first reading of Ordinance 22-2021, seconded by Karen Boes.  Motion passed 5-0. 
  9. Resolution 10-2021, a Resolution approving the Indiana Power Coating Economic Development Area – Brad Deal made a motion to approve Resolution 10-2021 seconded by Steve Bell.  Motion passed 5-0.

10.)Resolution 11-2021, Interlocal Agreement between the Clay County Redevelopment Commission and the City of Brazil, Indiana Relating to the funding of certain utility improvements at the Clay County Industrial Park with approval of the Clay County Council – Shane Litz made a motion to approve Resolution 11-2021, seconded by Angie Modesitt.  Motion passed 5-0.

11.)Setting dates and times for the Trick or Treat Hours for the 2021 Halloween year in the City of Brazil – Shane Litz made a motion for Trick or Treat hours to be for Saturday, October 30, 2021 and Sunday, October 31, 2021 from 6:00 pm – 9:00 pm, seconded by Brad Deal.  Motion passed 5-0. 

COUNCIL COMMENTS:  

Angie Modesitt – Wanted to say thank you to the City of Brazil for patching the holes in the parking lot behind James Deal Attorney’s Office. 

MAYOR COMMENTS: Stated that the Highway 40 Festival went very well.  Mayor Wyndham also stated that the Cruise in on Highway 40 went well.  Mayor Wyndham then gave an update to the Council on the new city garage that is being built and explained that it should be completed soon.  Finally, Mayor Wyndham invited everyone to the 10 annual Mayor’s Ride at the American Legion this Saturday, October 2, 2021.  All proceeds will benefit the Clay County Humane Society.  Kleptz Restaurant will supply the food.  Registration is from 2:00 pm -3:00 pm and kick stands are up at 3:00 pm.  

FUTURE AGENDA ITEMS:  Council Meeting scheduled for October 27, 2021.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Steve Bell.  Motion passed 5-0.  Meeting adjourned at 5:35 p.m.
