MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR SEPTEMBER 13, 2023

A meeting of the Common Council was held on September13, 2023, at 5:00 P.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

PRAYER:  Prayer was led by Steve Bell.

ROLL CALL: Mayor Brian Wyndham and Council Members, Shane Litz, Steve Bell, and Brad Deal.  Angie Modesitt and Karen Boes were absent.

OTHERS PRESENT:

  • City Attorney Traci Orman, Clerk- Treasurer Karen McQueen, a representative from the Brazil Times Hayley Cooper, Police Officer Ryan Cannon, Police Officer Police Officer Nicholas Ferry, Police Officer Austin Brewer and Police Officer Chandler Damon all with the Brazil City Police Department, City of Brazil Resident Vicki Lawhorn, City of Brazil Resident Nancy White and Brad Emmert with Timberland.       

APPROVAL OF MINUTES:   Steve Bell made a motion to approve the August 9, 2023 Minutes, seconded by Shane Litz.  Motion Passed 4-0.  

AUDIENCE COMMENTS: None

OLD BUSINESS:

  1. Final Action Resolution 6-2023 and Abatement Calculation Agreement: Brad Emmert with Timberland Home Center was present to request a Personal Property Tax Abatement – The Real Personal Property Tax Abatement was approved at the last meeting in error, so the City of Brazil will only need to approve the Personal Property Tax Abatement at this meeting. Brad Deal made a motion to approve Resolution 6-2023 for a 5-year Personal Property Tax Abatement, seconded by Steve Bell.  Motion Passed 3-0. 

NEW BUSINESS:

  1. Request by Vicki Lawhorn for 3 handicap parking spots at 604 & 612 South Chicago Avenue: Mayor Brian Wyndham explained that council members usually preferred to go and look at the area before deciding on parking spots.  Handicap parking spots will be tabled until the next meeting.
  2. Public Hearing for the 2024 City of Brazil Budget – Mayor Brian Wyndham opened up Public Hearing @ 5:09 pm.  With no comments Shane Litz made a motion to close the Public Hearing @5:13 pm. 
  3. Appropriations and Tax Rates (2024 Budget) –    Shane Litz made a motion to approve the first reading of Ordinance 11-2023, seconded by Steve Bell.  Motion Passed 3-0.
  4.  First Reading of Ordinance 12-2023, Mayor salary (2024) – Shane Litz made a motion to approve the first reading of Ordinance 12-2023, seconded by Steve Bell. Motion Passed 3-0.
  5.  First Reading of Ordinance 13-2023, Clerk-Treasurer Salary – Shane Litz made a motion to approve the first reading of Ordinance 13-2023, seconded by Steve Bell. Motion Passed 3-0.
  6. First Reading of Ordinance 14-2023, Common Council Salary (2024) – Shane Litz made a motion to approve the first reading of Ordinance 14-2023, seconded by Steve Bell. Motion Passed 3-0. 
  7. First Reading of Ordinance 15-2023, Police Officers Salary (2024) – Shane Litz made a motion to approve the first reading of Ordinance 15-2023, seconded by Steve Bell.  Motion Passed 3-0. 
  8. First Reading of Ordinance 16-2023, Firefighters Salary (2024) – Shane Litz made a motion to approve the first reading of Ordinance 16-2023, seconded by Steve Bell. Motion Passed 3-0.  
  9. First Reading of Ordinance 17-2023, Appointees and Employees Salary (2024) – Shane Litz made a motion to approve the first reading of Ordinance 12-2023, seconded by Steve Bell. Motion Passed 3-0. 

COUNCIL COMMENTS:

Karen Boes – None  

Brad Deal – Commented that the City of Brazil Street Department is doing a fantastic job.

Shane Litz – Shane explained to Council members that he has been in contact with Rick Anderson with V-Energy.  Shane stated that he would like to start a committee and move forward with Solar Energy for the city. Mayor Brian Wyndham stated that they would discuss this again at the next meeting on October 11, 2023.    

MAYOR COMMENTS:

Mayor Brian Wyndham – Mayor Brian Wyndham stated that Saturday September 16, 2023 looked like it was going to be a good day for the street festival.  Mayor Brian Wyndham also stated that the Mayor’s Ride on September 9, 2023 had a great turnout and it was successful.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Shane Litz.  Motion passed 5-0. Meeting adjourned @ 5:34 p.m.
