MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR AUGUST 10, 2022

A meeting of the Common Council was held on AUGUST 10, 2022 at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.       

ROLL CALL: Mayor Brian Wyndham and Council Members Shane Litz, Karen Boes, Angie Modesitt, Brad Deal and Steve Bell. 

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Brazil City Resident Susie Howard, Brazil City Resident Tonya Jones and Zach Mormans President of the Brazil City Fire Fighters Union.   

PRAYER: Angie Modesitt

APPROVAL OF MINUTES: Karen Boes made a motion to approve the July 13, 2022 minutes, seconded by Angie Modesitt.  Motion passed 5-0.

AUDIENCE COMMENTS: NONE

OLD BUSINESS: 

None

NEW BUSINESS:

  1. Susie Howard: speed bump request – Susie lives at 303 East Blaine Street and would like to see speed bumps installed near her home.  Susie presented to council a petition that her neighbors had signed in favor of the speed bumps.  Susie is fearful that children playing will be hit by a car, as well as her home has been hit by a car and her garage.  After listening to Susie’s request, council decided to take her request under advisement.
  2. Tonya Jones – Request for approval for rabbits and fowlTonya lives at 727 South Leavitt Street and was present for her request of chicken coop.  Application was in compliance.  Steve Bell made a motion to approve request, seconded by Brad Deal. Chicken Coop application approved 5-0.
  3. Safe Haven Baby Box – Board of Public Works approved contract contingent on Council approval.  Council member Angie Modesitt feels that the baby box is very important and would like to see this in place.  Angie Modesitt would also like the city to fund the baby box 100% and anything extra that Mandy Shepard is able to raise would be a bonus.  Council members Karen Boes and Brad Deal also agreed with Angie Modesitt.  City Attorney Traci Orman stated to council that the Baby Box Contract was workable.  Angie Modesitt made a motion to approve the City of Brazil entering into a contract with Safe Haven Baby Box, with the City of Brazil being fiscally responsible for the expenses of the Baby Box, seconded by, Karen Boes.  Motion passed 4-1, Shane Litz voted Nay due to not having enough information.      
  4. Ordinance #11-2022: Policy for not charging Utilities – Brad Deal made a motion to suspend the rules and pass Ordinance #11-2022 on the first reading, seconded by Shane Litz.  Motion passed 5-0.  Brad Deal then made a motion to approve Ordinance #11-2022, seconded by Shane Litz.  Motion passed 5-0.         

COUNCIL COMMENTS:  

  • Karen Boes- Would like the gas company to start notifying residents when they are in an area doing work in the city.
  • Angie Modesitt – Stated that the Library Parking lot looks great.
  • Steve Bell – Would like to see weed control on Highway 59.  Mayor Brian Wyndham stated that the City would have to contract it out.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Steve Bell. Motionpassed 5-0. Meeting adjourned at 5:44 p.m.
