MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR AUGUST 24, 2022

A meeting with the Board of Public Works was held on August 24, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Ruthann Jeffries.

Pledge was led by Ruthann Jeffries.

ROLL CALL: Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman (Mayor Wyndham was absent.)

OTHERS PRESENT: Fire Chief Jake Bennett, Fire Union President Zach Mormans, Planning and Zoning Administrator Janet McClellan, PZ Asst. Cathy Hunter, Council President Steve Bell, Brazil Times Representative Gretchen Stone

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from August 10, 2022, seconded by Ruthann Jeffries.  The motion passed 2-0.

AUDIENCE COMMENTS: None

OLD BUSINESS: None

     NEW BUSINESS:

  1. Strand Contract: Wastewater Treatment Plant [WWTP] Chemical Phosphorus Removal – Linda Messmer made a motion to approve the Contract between the City of Brazil and Strand Associates services related to the Wastewater Treatment Plant Chemical Phosphorus Removal Project, seconded by Ruthann Jeffries.  The motion passed 2-0.  Total compensation due to Strand Associates is $59,000.
  2. Right of Way Applications – Linda Messmer made a motion to approve Right of Way applications for 811 N. Walnut (Center Point Energy) and 637 E. National (Miller Pipeline for Center Point Energy), seconded by Ruthann Jeffries.  The motion passed 2-0
  3. Street Cut Applications – Linda Messmer made a motion to approve Street Cut applications for 812 N. Columbia (Miller Pipeline), 313 W. McDonald (Center Point Energy), 602 W. Knight (Center Point Energy), 510 W. Jackson (Center Point Energy) and 17 E. Logan St. (Center Point Energy), seconded by Ruthann Jeffries.  The motion passed 2-0.
  4. Approval for Clean Ups (see list)- Linda Messmer made a motion to approve the Clean Up list for August 24, 2022, seconded by Ruthann Jeffries.  The motion passed 2-0.
  5. Approval of Phone Stipend for Anthony Grindle – Linda Messmer made a motion to add Anthony Grindle (Water Distribution employee) to the monthly cell phone stipend, seconded by Ruthann Jeffries.  The motion passed 2-0.

FIRE CHIEF REPORT: Jake Bennett

  • There was a structure fire on August 7th, at 608 S. Alabama St. and it was a total loss.  The fire is under investigation.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries. The motion passed 2-0.
  2. Utilities’ Office – Ruthann Jeffries a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 2-0.

FUTURE AGENDA ITEMS:

  1. Joe Ornduff, Morgan St. resident – review profile and water adjustment
  2. The next Board of Works Meeting is on September 14, 2022.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded by Linda Messmer. The motion passed 3-0. Meeting was adjourned at 10:18 a.m.
