THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR SEPTEMBER 14, 2022

A meeting with the Board of Public Works was held on September 14, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman (Ruthann Jeffries was absent.)

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, Planning and Zoning Administrator Janet McClellan, Brazil Times Representative Gretchen Stone

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from August 24, 2022, seconded by Mayor Wyndham.  The motion passed 2-0. (Ruthann Jeffries was absent.)

OLD BUSINESS: None

POLICE REPORT: Chief Clint McQueen

  • Chief McQueen would like to ask the Board to appoint Dylan Dorn as a special part-time officer to the City of Brazil Police Department.  Linda Messmer made a motion to approve Dylan Dorn as a special part-time officer with the City of Brazil Police Department and grant him full law enforcement powers with compensation at $20 per hour, seconded by Mayor Wyndham.  The motion passed 2-0.

   NEW BUSINESS:

  1. PUBLIC HEARING – A Public Hearing was opened at 10:08 a.m. to discuss the sale of the Old City Garage. The City is planning an auction with a tentative date of October 5th, pending published Notice and an Auctioneer Contract.  Public Hearing was closed at 10:12 a.m.  Linda Messmer made a motion to recommend proceeding with the sale of property, seconded by Mayor Wyndham.  The motion passed 2-0.
  2. Memorandum of Understanding Regarding Parks Association Donation – Linda Messmer made a motion to approve a donation of $2000.00 to the Clay Community Parks Association for a Planning Grant Study for security cameras in the local parks, and to authorize the Mayor to sign any future documents, seconded by Mayor Wyndham.  The motion passed 2-0.
  3. MI Windows and Doors Request to Remove Monitoring Wells – Mayor Wyndham made a motion to approve the removal of groundwater monitoring wells on City Right of Ways due to IDEM’s approval of the Voluntary Remediation Completion Report submitted by MI Windows and Doors, LLC, seconded by Linda Messmer.  The motion passed 2-0.
  4. Right of Way: 904 E. National Ave. (Centerpoint Energy) – Linda Messmer made a motion to approve the Right of Way Permit for 904 E. National Ave. (CenterPoint Energy), seconded by Mayor Wyndham.  The motion passed 2-0.
  5. Right of Way: 438 N. Murphy (Joink) – Linda Messmer made a motion to approve the Right of Way Permit for 438 N. Murphy (Joink), seconded by Mayor Wyndham.  The motion passed 2-0.
  6. Ornduff Adjustment – Mayor Wyndham made a motion to grant an adjustment to Mr. Ornduff, seconded by Linda Messmer.  The motion passed 2-0.
  7. Approval of Cleanups (see list) – Mayor Wyndham made a motion to approve the cleanup list for September 14, 2022, seconded by Linda Messmer.  The motion passed 2-0.
  8. Approval of Mowing (see list) – Mayor Wyndham made a motion to approve the cleanup list for September 14, 2022, seconded by Linda Messmer.  The motion passed 2-0.

   CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Mayor Wyndham. The motion passed 2-0.
  2. Utilities’ Office – Linda Mesmer a motion to approve the claims from the Utilities’ Office; seconded by Mayor Wyndham.  The motion passed 2-0.

   FUTURE AGENDA ITEMS: NONE

   ADJOURNMENT: A motion to adjourn the meeting was made by Mayor Wyndham seconded   

   by Linda Messmer. The motion passed 2-0. Meeting was adjourned at 10:28 a.m.
