MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR JULY 13, 2022

A meeting of the Common Council was held on JULY 13, 2022 at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.       

ROLL CALL: Mayor Brian Wyndham and Council Members Shane Litz, Karen Boes, Angie Modesitt, Brad Deal and Steve Bell. 

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Intern Ashley Brown with the Law Firm Cox, Zwerner, Gambill, and Sullivan, Frank Phillips with WAMB, and Zach Mormans President of the Brazil City Fire Fighters Union.   

PRAYER: Karen Boes

APPROVAL OF MINUTES: Karen Boes made a motion to approve the June 8, 2022 and the June 22, 2022 minutes, seconded by Angie Modesitt.  Motion passed 5-0.

AUDIENCE COMMENTS: NONE

OLD BUSINESS: 

None

NEW BUSINESS:

  1. – Public Hearing was opened up at 5:02 p.m. City Attorney Traci Orman explained to council that the increase for Stormwater would be $1.00.  Increase would take affect the first billing cycle in August 2022 and be billed September 2022.  Mayor Brian Wyndham also explained the reasons for the Stormwater increase, per the request of council member Shane Litz.  Public Hearing was then closed at 5:08 pm with no audience comments.  
  2. Stormwater Rate Increase Ordinance (2nd Reading) Final Action –  Shane Litz made a motion to approve the second reading of Ordinance #9-2022, seconded by Steve Bell.  Motion passed 5-0. 
  3. Ordinance #22-2021 Amendment (Stormwater department salaries) first reading of Ordinance #10-2022Brad Deal made a motion to suspend the rules and pass Ordinance #10-2022 on the first reading, seconded by Angie Modesitt.  Motion passed 5-0.  Brad Deal then made a motion to approve Ordinance #10-2022, seconded by Karen Boes.  Motion passed 5-0.         

COUNCIL COMMENTS:  

  • Shane Litz – Wanted to say thank you to the Clay County Rotary for a great 4th of July celebration.    

MAYOR COMMENTS:

Mayor Brian Wyndham – Informed council that they had received all the bids back for the Community Crossing Grant Paving.  Mayor Brian Wyndham also explained that City owned parking lots that are in the TIFF District will be eligible to be paid for by TIFF money.  Mayor Brian Wyndham will go to the next TIFF meeting and ask that these parking lots are paid for with TIFF Money.

Work Session also scheduled for August 31, 2022 @ 9 am.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Steve Bell. Motionpassed 4-0. Meeting adjourned at 5:23 p.m.
