THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JULY 27, 2022

A meeting with the Board of Public Works was held on July 27, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, Asst. Police Chief Dennis Archer, Street Superintendent Brian Bemis, Water Superintendent Shawnette Szekely, Daniel Rose

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from July 13, 2022, seconded by Ruthann Jeffries.  The motion passed 3-0.

AUDIENCE COMMENTS: Mr. Roseinquired about repairing sidewalks within the City.   Mayor Wyndham explained that the City will pay labor if the owner pays for materials. 

OLD BUSINESS: None

     NEW BUSINESS:

  1. Resolution 4-2022: Declaring Real Property as Surplus – The City has real property which it is no longer in need of and wishes to dispose of.  Ruthann Jeffries made a motion to approve Resolution 4-2022, A Resolution Declaring Real Property as Surplus, seconded by Linda Messmer.  The motion passed 3-0.
  2. Community Crossings 2022-1: Change Order – A change order has been provided to remove all work associated with McGuire Street from the original Milestone bid for street paving in 2022.  McGuire street was not funded by the grant. The contract price will change from $371,723.30 to $329,703.30.  Linda Messmer made a motion to approve Change Order No. 1 for the City of Brazil 2022 Street Resurfacing Project, seconded by Ruthann Jeffries.  The motion passed 3-0.
  3. Revised Encumbered Park Deed – Ruthann Jeffries made a motion to approve a revised encumbered Warranty Deed for Forest Park to include language of a boundary survey performed in February 2022 and a covenant to preserve the park for public outdoor recreation use unless further approved by the National Park Service, seconded by Linda Messmer.  The motion passed 3-0.
  4. Approval of Cell Phone Stipend- Joshua Dickison – Linda Messmer made a motion to add Joshua Dickison (Water Department) to the monthly cell phone stipend list, seconded by Ruthann Jeffries.  The motion passed 3-0.

FIRE CHIEF REPORT: Chief Jake Bennett

  • The Fire Department responded to 39 calls for service in July.
  • No incidents were reported related to fireworks over the 4th of July holiday.
  • Firefighters continue to complete monthly training on EMT continuing education and Fire and Rescue Training.
  • Firefighters attended Public Safety Day at the Brazil Public Library Summer Reading Program and are taking part in the West Central Village Health Fair Wednesday July 27th.

CLAIMS:

  1. Clerk’s Office – Ruthann Jeffries made a motion to approve the claims from the Clerk’s Office; seconded by Linda Messmer. The motion passed 3-0.
  2. Utilities’ Office – Linda Messmer a motion to approve the claims from the Utilities’ Office; seconded by Ruthann Jeffries.  The motion passed 3-0.

FUTURE AGENDA ITEMS: The next Board of Works Meeting is on August 10, 2022.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded by Ruthann Jeffries. The motion passed 3-0. Meeting was adjourned at 10:23 a.m.
