MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR JUNE 22, 2022

A meeting of the Common Council was held on JUNE 22, 2022 at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.       

ROLL CALL: Mayor Brian Wyndham and Council Members Shane Litz, Karen Boes, Angie Modesitt, and Steve Bell.  Brad Deal was absent. 

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Intern Ashley Brown with the Law Firm Cox, Zwerner, Gambill, and Sullivan.

PRAYER: None

APPROVAL OF MINUTES: None

AUDIENCE COMMENTS: NONE

OLD BUSINESS: 

None

NEW BUSINESS:

  1. Stormwater Rate Increase Ordinance (1st Reading) – It was discussed by council to increase the Stormwater fee $1.00.  Increase would take affect the first billing cycle in August 2022 and be billed September 2022.  Shane Litz made a motion to approve the first reading of Ordinance #9-2022, seconded by Karen Boes.  Motion Passed 4-0. 
  2. Ordinance #22-2021 Amendment (Stormwater department salaries)Steve Bell made a motion to approve the City Attorney Traci Orman to make changes to the existing Salary Ordinance for the 2022 payroll year which would amend Ordinance #22-2021, seconded by Angie Modesitt.  Motion passed 4-0.
  3.  Community Crossing Grant – 2022 Bids for paving came in over engineers’ estimates, roughly $90,000.00.  Mayor Brian Wyndham asked Council members to commit the difference of the engineer estimate and the bid from the paving company.  Council unanimously decided to pay the difference, to be presented as a additional appropriation later in the year from the General Fund Cash Reserves.        

COUNCIL COMMENTS:  

  • Karen Boes –   Commented that the road at the intersection of Edgewood Drive and Willow Drive still needs fixed.  Also, Karen commented that the sidewalk still needs replaced on Ringo Drive.  Mayor Brian Wyndham will look into both.      
  • Shane Litz – Gave a report to council on the Golf Course cash reserves.  Shane stated that the extra money in the account was earmarked for future projects. 
  • Steve Bell – Commented that he would like to see yellow lines for no parking painted over the old blue handicap parking at the corner of South Alabama Street and Pinkley Street in front of the Food Pantry.  Mayor Brain Wyndham stated that the city was having a hard time finding yellow paint, however that we would fix the issue as soon as paint was available.       

MAYOR COMMENTS:

Mayor Brian Wyndham asked if two Council members would be interested in sitting on a committee for both the fire department union negotiations and the police department negotiations.  Negotiations would be starting soon.  Angie Modesitt and Shane Litz volunteered to assist with negotiations.

ADJOURNMENT: Angie Modesitt made a motion to adjourn meeting; seconded by Steve Bell. Motionpassed 4-0. Meeting adjourned at 5:46 p.m.
