THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR AUGUST 26, 2020

A meeting with the Board of Public Works was held on August 26, 2020 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

Pledge was led by Mayor Wyndham

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman.

OTHERS PRESENT: Fire Chief Jake Bennett, Brazil Times Editor Frank Phillips

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from August 12, 2020; seconded by Ruthann Jeffries.  The motion passed 3-0

NEW BUSINESS: 

  1. Public Hearing Regarding COVID-19 Grant

A Public Hearing was opened at 10:03 a.m. to discuss the COVID-19 Grant.  The City had applied for the grant through OCRA and had requested $250,000 in relief funds.  The City was awarded $75,000.  The City partnered with the Clay County Emergency Food Pantry and Clay County Senior Center to provide groceries and hygiene products to more than 1,000 local families in 4 distributions in June and July.  All local vendors were used.  The First Christian Church was used as the location to distribute the items.  Frank Phillips said that this was the most wonderful City program he has ever seen.  Mayor Wyndham said that the grant was expedited, and we were fortunate to have the local food pantry, Senior Center and many volunteers.

The Public Hearing was closed at 10:09 a.m.

  • Interlocal Agreement Regarding Dispatch Services – The City has an agreement with the County to provide emergency dispatch services for the dispatching of fire, police, and rescue services.  The Interlocal Agreement is to be funded by the Public Safety Access Point Tax [PSAP] tax which was passed by the County in 2019 via Ordinance 2019-10.  Ruthann Jeffries made a motion to approve the Interlocal Agreement between the City and County for Dispatch Services for four years commencing January 1, 2021 through December 31, 2024 with subsequent renewals thereafter; seconded by Linda Messmer.  The motion passed 3-0.  \
  • Approval of Mowings (see list) – Linda Messmer made a motion to approve the mowing list for August 26, 2020; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Approval of Clean Ups (see list) – Ruthann Jeffries made a motion to approve the clean up list for August 26, 2020; seconded by Linda Messmer. The motion passed 3-0.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded by Ruthann Jeffries.  The motion passed 3-0.  Meeting was adjourned at 10:13 a.m.
