THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR AUGUST 12, 2020

A meeting with the Board of Public Works was held on August 12, 2020 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

Pledge was led by Mayor Wyndham

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman.

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, Planning and Zoning Administrator Janet McClellan, Planning and Zoning Asst. Cathy Hunter, Brazil Times Editor Frank Phillips

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from July 22, 2020; seconded by Ruthann Jeffries.  The motion passed 3-0

FIRE CHIEF REPORT: Chief Jake Bennett

  • There were 51 calls for service in June, and 52 calls in July.
  • Firefighters were on hand for the YMCA day camp in July and gave an outdoor presentation on Fire Safety and used the Aerial for water fun with the kids.
  • Firefighters responded to a structure fire on 323 E. Kruzan and an MVA involving a pedestrian at Harrison and National.
  • Firefighters completed annual flow testing of fire hydrants in July.

 POLICE CHIEF REPORT: Chief Clint McQueen

  • There were 1546 calls for service in July which led to 86 incident reports, 35 arrests, 42 tickets, 129 warnings, 18 crashes, 15 vehicle impounds, 36 handgun permits.
  • Applications are still out for the hiring process for a new police officer until August 31st.

NEW BUSINESS: 

  1.  Unsafe Building Affirmation – 405 Edgewood Drive, 323 E. Railroad –Planning and Zoning Administrator said that both properties have caught on fire and owners have not yet torn down the properties.  Ruthann Jeffries made a motion to affirm 405 Edgewood Drive and 323 E. Railroad properties as unsafe buildings; seconded Linda Messmer.  The motion passed 3-0.
  2. Water Leak/Bill Adjustment – Brazil Water Customer Stephanie Parcus requested a water leak/bill adjustment per written request for the period of June 10 through July 10.  She explained there was a leak (which was on the City side) and pursuant to normal policy the bill could only be adjusted based on monthly average.  Ms. Parcus explained that the home was vacant for almost the entire month that the leak happened and thus she requested the bill to be adjusted to $15.  It was noted that minimum monthly charge for water only is $16.88.  Linda Messmer made a motion to adjust Stephanie Parcus’ bill to the minimum monthly charge of $16.88; seconded by Ruthann Jeffries.  The motion passed 3-0.
  3. Approval of Mowings: (see list) – Ruthann Jeffries made a motion to approve the mowing list for August 12, 2020, seconded by Linda Messmer.  The motion passed 3-0.
  4. Approval of Cleanups: (see list) – Linda Messmer made a motion to approve the clean up list for August 12,2020, seconded by Ruthann Jeffries.  The motion passed 3-0.

CLAIMS:

Clerk’s Office – Ruthann Jeffries made a motion to approve the claims from the Clerk’s   Office; seconded by Linda Messmer.  The motion passed 3-0

Utilities’ Office -Linda Messmer made a motion to approve the claims from the Utilities’ Office; seconded by Ruthann Jeffries.  The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:30 a.m.
