THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JULY 22, 2020

A meeting with the Board of Public Works was held on July 22, 2020 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

Pledge was led by Mayor Wyndham

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Clerk – Treasurer Karen McQueen and City Attorney Traci Orman.

OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, Assistant Police Chief Dennis Archer, Waste Water Superintendent Dallas King, A & B Farm House Owner Brandon Sneath and Brazil Times Editor Frank Phillips

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from July 8, 2020; seconded by Ruthann Jeffries.  The motion passed 3-0

NEW BUSINESS: 

  1.  Community Crossings – Notice to Proceed – Ruthann Jeffries made a motion to approve Notice to Proceed for the Community Crossings, seconded by Linda Messmer.  The motion passed 3-0.  
  2. Wastewater Easement – A new force main line that will turn into a gravity main line will be installed.  The easement is an easement between the City of Brazil and Calvary Baptist Church.  Ruthann Jeffries made a motion to approve Wastewater Easement between the City of Brazil and Calvary Baptist Church, seconded by Linda Messmer.  The motion passed 3-0.
  3. Transfer of Property Interests to School Corp (Resolution 7 & 8) -Resolution 7-2020 is a resolution for the transfers of the property located at 352 N. Colfax St. to the Clay Community School Corporation.  Linda Messmer made a motion to approve Resolution 7-2020, seconded by Ruthann Jeffries.  The motion passed 3-0.  Resolution 8-2020 is a resolution approving the transfer of any interest which may exist for the City of Brazil to the property located on National Ave. which is the location for East Side Elementary School to the Clay Community School Corporation.  Ruthann Jeffries made a motion to approve Resolution 8-2020, seconded by Linda Messmer.  The motion passed 3-0.    
  4. Interlocal Agreement regarding EDA Project at Industrial Park –

Resolution 9-2020 is an Interlocal Agreement between the City of Brazil and Clay County for utility expansion at the Industrial Park.  The City of Brazil will be a co-applicant for the EDA grant that is being applied for.  Linda Messmer made a motion to approve Resolution 9-2020, seconded by Ruthann Jeffries.  The motion passed 3-0.

  • Approval of Right of Ways – The Clay CountySchool Corporation is needing this right of way for, contractors with the company Joink to install fiber optic lines to some of their schools (see attached).  Ruthann Jeffries made a motion to approve Right of Ways, seconded by Linda Messmer.  The motion passed 3-0.  
  • Approval of Cell Phone Stipend – Tom Higgins – Wastewater, Dakota McMains – Wastewater and Christopher Head – Water.  Ruthann Jeffries made a motion to approve Water employee Christopher Head and Wastewater employees Dakota McMains and Tom Higgins to receive the monthly cell phone stipend, seconded by Linda Messmer.  The motion passed 3-0.
  • Approval for Mowing (attached) – Ruthann Jeffries made a motion to approve the mow list for July 22, 2020; seconded by Linda Messmer.  The motion passed 3-0.
  • Approval for Clean Ups (attached) – Linda Messmer made a motion to approve the clean up list for July 22, 2020; seconded by Ruthann Jeffries.  

The motion passed 3-0.

CLAIMS:

Clerk’s Office – Ruthann Jeffries made a motion to approve the claims from the Clerk’s   Office; seconded by Linda Messmer.  The motion passed 3-0

Utilities’ Office -Linda Messmer made a motion to approve the claims from the Utilities’ Office; seconded by Ruthann Jeffries.  The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:30 a.m.
