MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR APRIL 26, 2017

A meeting with the Board of Public Works was held on April 26, 2017 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Wyndham.
ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman.
OTHERS PRESENT: Wastewater Superintendent Billy Goodrich, Planning and Zoning Administrator Janet McClellan, Council Member Roy Kellar, Council Member Steve Bell, Police Chief Clint McQueen, Fire Chief Jake Bennett, Brazil Times Representative Pete Wilson, Daniel Rose
PLEDGE: The pledge to the Flag was led by Mayor Wyndham.
APPROVAL OF MINUTES: April 12, 2017; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 2-0.
AUDIENCE COMMENTS: NONE

FIRE REPORT: Chief Jake Bennett
• Calls for Service – 31 in March, 33 in April
• Spring Details – Firefighters have been busy cleaning and waxing the apparatus and waxing the hard floors of the living quarters this month.
• Public Outreach – Firefighters participated in the YMCA’s Healthy Kids Day, Head Start program for monthly book reading and station tours and fire safety presentations to Girl Scouts troop this month.

POLICE REPORT: Chief Clint McQueen
• Calls for Service – 667 in March
• 73 Criminal Investigations, 16 Arrests, 90 Tickets, 60 Warnings, 14 Vehicle Crashes
• Chief McQueen gave an update about the Impound Release Fee. Chief McQueen cited 10 violations this week and is hopeful that this will be a deterrent.
• Police Dept. is prepared for many 5K’s and Parades coming up soon.

OLD BUSINESS: NONE
NEW BUSINESS:
1.) Invoice-Wallace Environmental Services – FEMA Phase III – Work has been completed for demolition of Phase III FEMA properties. Ruthann Jeffries made a motion to approve an invoice from Wallace Environmental Services LLC for demolition of properties at 250 E. Short St., 15 E. Short St., 25 E. Ridge St., 405 S. King St., 415 & 417 S. Alabama St., and 503 S. Franklin St. for $43,000.00; seconded by Linda Messmer. The motion passed 3-0. City Attorney Traci Orman said that there is one more property, 409 S. Forest, then we will be finished with FEMA Phase III. Daniel Rose asked about the plans for these lots. Traci Orman explained that these properties are still in flood zones and there are restrictions on what can be placed on them. It will have to be green space.
2.) Employee Handbook Update – Updates on absence, tardy, no show were added to the employee handbook. Linda Messmer made a motion to approve the changes to the Employee Handbook; seconded by Ruthann Jeffries. The motion passed 3-0.
3.) Mowing Contract – Ruthann Jeffries made a motion to approve the Lawn Maintenance Contract between the City of Brazil and Bemis Lawn Care for mowing services May through October 2017 per Ordinance 4-2016; seconded by Linda Messmer. The motion passed 3-0.
4.) Reaffirm 512 W. Logan St. – Property at 512 W. Logan was once affirmed as an Unsafe Building but needs reaffirmed because of the time that has passed. Ruthann Jeffries made a motion to approve 512 W. Logan as an Unsafe Building and to approve demolition of the property; seconded by Linda Messmer. The motion passed 3-0. Planning and Zoning Administrator Janet McClellan hopes that the property will be torn down next week.
5.) Resolution 3-2017 – A Resolution Appointing Appraisers – The City of Brazil desires to appoint appraisers to appraise any potential commercial properties the City may be interested in purchasing in 2017 and would like to appoint David Masten and Brian Conley as appraisers. Linda Messmer made a motion to approve Resolution 3-2017; seconded by Ruthann Jeffries. The motion passed 3-0.
6.) Clean-Ups – Ruthann Jeffries made a motion to approve 4 property cleanups for the City including 322 W. Blaine, 304 S. Depot, 607 N. Columbia and 109 Railroad; seconded by Linda Messmer. The motion passed 3-0.

1.) Clerk – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0
2.) Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.

FUTURE AGENDA ITEMS: Wastewater Superintendent Billy Goodrich gave an update on the drainage project at Forest Park. They will be breaking ground next week and working on drainage from the Playground to the Band Shell. This is the first round. Billy also said that several contractors are volunteering their time.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Linda Messmer. The motion passed 3-0. Meeting was adjourned at 10:25 a.m.
