MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR APRIL 12, 2017

A meeting with the Board of Public Works was held on April 12, 2017 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Ruthann Jeffries.
ROLL CALL: Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman. Mayor Wyndham was absent.
OTHERS PRESENT: Wastewater Superintendent Billy Goodrich, Planning and Zoning Administrator Janet McClellan, Council Member Roy Kellar, Kristy Jerrell of Jerrell Consulting, Brazil Times Representative Pete Wilson, Daniel Rose
PLEDGE: The pledge to the Flag was led by Ruthann Jeffries.
APPROVAL OF MINUTES: March 22, 2017; Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 2-0.

NEW BUSINESS:
1.) Troy Johnson – Water Adjustment – not present
2.) Public Hearing –Brazil Comprehensive Plan

A Public Hearing was opened at 10:04 to discuss the Brazil Comprehensive Plan. The Public Hearing was closed at 10:11. Minutes are provided by Kristy Jerrell of Jerrell Consulting.

Linda Messmer made a motion to approve the final invoice no.15045-02 from Taylor, Siefker, Williams for professional services from January 14, 2017 – April 6, 2017 for $14,400 and the claim voucher for reimbursement; seconded by Ruthann Jeffries. The motion passed 2-0.
3.) Clean Ups – Planning and Zoning Administrator Janet McClellan presented pictures of 5 properties recommended for clean up by the City. Linda Messmer made a motion to approve clean up of properties at 1838 E. Knight St., 1107 E. Magnolia St., 4365 N. Pine St., 215 E. Collins St., 1302 N. Forest Ave; seconded by Ruthann Jeffries. The motion passed 2-0.
Daniel Rose commented that he has seen the same places listed for clean ups for years and wanted to know what changes will be made this year to stop the cycle. Janet McClellan said that Chief McQueen is citing tickets with $100 fines to those actually residing in the properties, instead of property owners and that has shown some improvement. Ruthann Jeffries discussed the issue of trash cans left out, especially in the Church Street area. Janet McClellan said that this has been a problem City wide and that the City Workers are going to be leaving door hangers on homes when they see trash cans left out.

2.) Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 2-0.
