MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR FEBRUARY 26, 2020

A meeting with the Board of Public Works was held on February 26, 2020 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Ruthann Jeffries, Linda Messmer, Mayor Wyndham, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett

OTHERS PRESENT: Police Chief Clint McQueen, Street Supt. Brian Bemis, Wastewater Supt. Dallas King, Firefighter/Union President Ryan Brown

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from February 12, 2020; seconded by Ruthann Jeffries.  The motion passed 3-0.

OLD BUSINESS: NONE

POLICE CHIEF REPORT: Chief Clint McQueen

  • The Police Department had 1255 calls for service in January 2020 which led to 72 incident reports, 24 arrests, 52 tickets, 124 warnings, 9 crashes, 21 vehicle impounds and 5 handgun permits.

 NEW BUSINESS: 

  1. Open Cemetery Mowing Bids – Two bids were received and opened to mow Cottage Hill and Restlawn Cemeteries for years 2020 and 2021.

Bids will be taken under advisement.

  • Contract between City and International Association of Firefighters Local #1453 – Union President Ryan Brown was present to ask the Board of Works to approve the 3-year Contract between the City and the Firefighters.  The contract has no changes from the previous contract.  Ruthann Jeffries made a motion to approve the 3-year Contract between the City of Brazil, Indiana and International Association of Firefighters, Local #1453, seconded by Linda Messmer.  The motion passed 3-0.
  • Professional Service Contract for Management of Outside Wastewater Contracts – Wastewater Supt. Dallas King received his Wastewater Treatment Operator License on February 11th and the City agreed to compensate Dallas King 25% of the outside contracts between the City of Brazil and Centerpoint and Staunton.  Ruthann Jeffries made a motion to approve the Professional Service Contract for Management of Outside Wastewater Contracts for 2020, seconded by Linda Messmer.  The motion passed 3-0.
  • Website Redesign Proposal – Jennifer Reginald of Jennifer Reginald Writing and Marketing submitted a proposal to update the website to reflect the new branding established in January 2020, “Vibrant.Progressive.Ready”. Linda Messmer made a motion to approve the Website Redesign Proposal for the City of Brazil, seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Voided Checks – The Clerk’s Office and Utilities’ Office have requested approval to void checks that are outstanding from 2013-2017 in order to clear them from the software system as needed by State Board of Accounts.  Ruthann Jeffries made a motion to approve voiding checks from Clerk’s Office and Utilities’ Office, seconded by Linda Messmer.  The motion passed 3-0.
  • Façade Project Bids – Ruthann Jeffries made a motion to reject all Façade Grant bids opened at the February 12, 2020 meeting as the amount of the bids were significantly over estimate and the budget allotted by the grant, seconded by Linda Messmer.  The motion passed 3-0.

  1. Clerk – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries.  The motion passed 3-0
  2. Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer.  The motion passed 3-0. 

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:35 a.m.
