MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY
BRAZIL, INDIANA
FOR FEBRUARY 12, 2020
A meeting with the Board of Public Works was held on February 12, 2020 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
ROLL CALL: Ruthann Jeffries, Linda Messmer, Mayor Wyndham, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett
OTHERS PRESENT: Fire Chief Jake Bennett, PZ Assistant Cathy Hunter, Grant Administrator Kristy Jerrell, Nick Bunte and Cal Jordan from Myszak and Palmer, Thomas Comer from Structural Systems Repair Group, Jared Grable from Global Construction Management, Brazil Times Editor Frank Phillips
PLEDGE: The pledge to the Flag was led by Mayor Wyndham.
APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from January 22, 2020; seconded by Ruthann Jeffries. The motion passed 3-0.

OLD BUSINESS: NONE
FIRE CHIEF REPORT: Chief Jake Bennett
- The department had 38 calls for service in December 2019 and 39 calls in January 2020.
- In December firefighters trained on hose loads and ground monitors.
- In January firefighters have been familiarizing with Knox Box locations and verifying keys are correct for entry into the applicable buildings.
- 12 smoke detectors have been installed by firefighters in the City in the past two months.
- In December firefighters assisted Forest Park staff and students with their Santa Shop.
- In 2019, the Fire Dept. responded to structures with pre-incident value of $87,100,553 with a property loss due to fire of $330,300.
NEW BUSINESS:
- Façade Bid Opening – 2 bids were received and
opened by Myszak and Palmer representatives for the Façade Improvement Project.
- Structural Systems Repair Group $ 1,421,480.00
- Global Construction Management $ 706,136.00
Bids will be taken under advisement.
- Resolution 3-2020 – A Resolution Appointing Appraisers – The City would like to appoint David Masten and Brian Conley to perform any real estate appraisals for the year 2020. Linda Messmer made a motion to approve Resolution 3-2020, A Resolution Appointing Appraisers, seconded by Ruthann Jeffries. The motion passed 3-0.
- Baumgartner Agreement– Brian S. Baumgartner is a customer of the City of Brazil Utilities and will receive a 10% reduction every month in 2020 in his wastewater bill for 1191 W. Whiterock Ave, Brazil. Mr. Baumgartner agrees that his reduction is based on his removal of solids from his septic tank and providing proof of said removal to the Board of Works. Ruthann Jeffries made a motion to approve the Agreement for Reduction in Wastewater Bill between the City of Brazil and Brian S. Baumgartner for 2020, seconded by Linda Messmer. The motion passed 3-0.
- Clean Up List – Linda Messmer made a motion to approve the clean up list for February 12, 2020, seconded by Ruthann Jeffries. The motion passed 3-0.

- Utilities – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.
