THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR NOVEMBER 23, 2022

A meeting with the Board of Public Works was held on November 23, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Clerk-Treasurer Karen McQueen, City Attorney Traci Orman

OTHERS PRESENT: Police Chief Clint McQueen, Planning and Zoning Assistant Administrator Cathy Hunter, and Joink Representatives Josh Zuener, Dustin Combs and Tim Combs, Mark Adamson

APPROVAL OF MINUTES:  NONE

AUDIENCE COMMENTS: NONE

OLD BUSINESS: NONE

   NEW BUSINESS:

  1. Animal Control: Humane Society Contract for 2023-2024 – Board of Works decided to table Contract until a representative from the Clay County Humane Society would be present. 
  2. Wastewater: Strand Task Order 22-04 (Smoke Testing at I-70/SR59) – Ruthann Jeffries made a motion to approve Strand Task Order 22-04, (Smoke Testing at I70/SR 59), between the City of Brazil and Strand Associates, pursuant to Agreement for Technical Services dated March 17, 20210, seconded by Linda Messmer.  The motion passed 3-0.  Strand Associates will provide staff and equipment to conduct sanitary sewer smoke testing and prepare a report on sanitary sewer deficiencies.  Strand Associates will for the project will be $9,500.
  3. Community Crossing: GAI 2022 – 1 Inspections Contract, use of remaining funds– There is money left from Phase 1-2022 of Community Crossings and the City would like to use this funding to cover this expense.  Linda Messmer made a motion to approve GAI Contract, seconded by Ruthann Jeffries.  Motion passed 3-0. 
  4. Roadway Cuts: Joink – Joink Representatives were present to request a concession in permitting fees.  Linda Messmer made a motion for the total permit fee for all 8 Phases to be $5,000.00, seconded by Ruthann Jeffries.  Motion passed 3-0.    
  5. Mark Adamson: Proposed Wastewater Adjustment – 10% reduction each month for the 2023 year.  Ruthann Jeffries made a motion to approve a 10% monthly wastewater adjustment for all of 2023, seconded by Linda Messmer.  Motion passed 3-0.

   CLAIMS:

  1. Clerk’s Office – Ruthann Jeffries made a motion to approve the claims from the Clerk’s Office; seconded by Linda Messmer.  The motion passed 3-0.
  2. Utilities’ Office – Linda Messmer a motion to approve the claims from the Utilities’ Office; seconded by Ruthann Jeffries.  The motion passed 3-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on December 7th

   ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded  

   by Linda Messmer. The motion passed 3-0.  Meeting was adjourned at 10:53 a.m.
