THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR NOVEMBER 9, 2022

A meeting with the Board of Public Works was held on November 9, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Fire Chief Jake Bennett

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from October 26, 2022, seconded by Ruthann Jeffries.  The motion passed 3-0.

AUDIENCE COMMENTS: NONE

OLD BUSINESS: NONE

FIRE CHIEF REPORT: Chief Jake Bennett

  • The department gave fire prevention talks to Forest Park Elementary special needs classes and safety talks at Meridian Elementary preschool classes.
  • The department gave an Adult Education on site for Head Start program parents. There were approximately 20 in attendance. Topics discussed were winter safety and home heating safety.
  • The department participated in a Trunk or Treat event at Walmart on the 28th of October.
  • The station was open for trick or treating for the 30th, and 31st, and saw approximately 250 to 300 kids each night.   

   NEW BUSINESS:

  1. OCRA Stormwater: Strand Associates, Inc. – Ruthann Jeffries made a motion to approve the Agreement between the City of Brazil and Strand Associates, Inc. for services related to the Stormwater Improvement project, contingent upon OCRA issuing an environmental release, seconded by Linda Messmer.  The motion passed 3-0.  Total compensation is $110,000 and will be funded by Stormwater Funds.
  2. ADA Compliance: Midwestern Agreement for ADA compliance related services – Ruthann Jeffries made a motion to approve the Agreement between the City of Brazil and Midwestern Engineers, Inc. to assist with completing and inventory and assessment consistent with the requirements of the Americans with Disabilities Act (ADA) and Title VI of the Civil Rights Act, seconded by Linda Messmer.  The motion passed 3-0.  Total to be paid to Midwestern is $86,950.
  3. Approval of Stormwater Grant Agreement – Linda Messmer made a motion to approve the Grant Agreement between the Indiana Office of Community and Rural Affairs and the City of Brazil to enable the State to award a Grant of $600,000 to the City of Brazil for Stormwater projects, seconded by Ruthann Jeffries. The motion passed 3-0.  Total project is $740,565 with a local match of $140,565 required. The match will be funded by Stormwater funds. This grant is reimbursable.

   CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Utilities’ Office – Ruthann Jeffries a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on November 23rd. 

   ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded  

   by Linda Messmer. The motion passed 3-0.  Meeting was adjourned at 10:22 a.m.
