MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR NOVEMBER 22, 2023

A meeting with the Board of Public Works was held on November 22, 2023, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Ruthann Jeffries.

The Pledge was led by Ruthann Jeffries.

ROLL CALL: Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, and City Attorney Traci Orman (Mayor Wyndham was absent.)    

OTHERS PRESENT: Police Chief Clint McQueen, Fire Chief Jake Bennett, Asst. Fire Chief Tobey Archer, Firefighters Cody Byers, Caden Heyman, PZ Asst. Cathy Hunter, Wastewater Supt. Dallas King, Tony Akles from Strand Associates, Councilman Steve Bell, Brazil Times Hayley Cooper.

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from November 8, 2023, seconded by Ruthann Jeffries.  The motion passed 2-0.

PUBLIC SAFETY:

Fire Chief Jake Bennett

  • The Fire Department received a $7500 grant from Duke Energy for smoke detectors.  The Fire Department partnered with the Walnut Theater to provide a free movie and disburse smoke detectors to the attendees.  Jake Bennett thanked Asst. Chief Tobey Archer for his work in obtaining the grant.

     OLD BUSINESS:

  1. 2024 Salary Schedule – Ruthann Jeffries made a motion to approve the 2024 Salary Schedule Addendum to the 2024-2026 Fire Contract, seconded by Linda Messmer.  The motion passed 2-0. 


NEW BUSINESS:

  1. Parks Splash Pad – Pay App No. 4Linda Messmer made a motion to approve Pay App No. 4 to The Peterson Company for $338,341.86 for services provided on the Forest Park Splash Pad, seconded by Ruthann Jeffries.  The motion passed 2-0.
  2. Stormwater
  3. OCRA Construction Grant- Pay App No. 3 – Linda Messmer made a motion to approve Pay App No. 3 to Plant Brothers Excavating & Construction Co., LLC for $428,029.69 for their services on the Stormwater Improvement Project, seconded by Ruthann Jeffries.  The motion passed 2-0.  The project is complete, but the City will still owe retainage.
  4. OCRA Construction Grant – Change Order No. 1 – Linda Messmer made a motion to approve Change Order No. 1 which decreased the project by $83,105.02, seconded by Ruthann Jeffries.  The motion passed 2-0.  Tony Akles from Strand Associates thanked Dallas King and the Wastewater Department for their assistance in the project which helped to lower the cost of the total project.

      CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Ruthann Jeffries.  The motion passed 2-0.
  2. Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office, seconded by Linda Messmer.  The motion passed 2-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on December 13, 2023.

   ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded  

   by Ruthann Jeffries.  The motion passed 2-0.  The meeting was adjourned at 10:17 a.m.
