MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR OCTOBER 25, 2023

A meeting of the Common Council was held on October 25, 2023, at 5:00 P.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

PRAYER:  Prayer was led by Angie Modesitt.

ROLL CALL: Mayor Brian Wyndham and Council Members, Shane Litz, Steve Bell, Karen Boes, Angie Modesitt and Brad Deal.   

OTHERS PRESENT:

  • City Attorney Traci Orman, Clerk- Treasurer Karen McQueen, a representative from the Brazil Times Hayley Cooper, Fire Department Union Members: Chis Moon, Cody Garrison, Raymond Staub and Cody Byers. 

APPROVAL OF MINUTES:   None

AUDIENCE COMMENTS: None

OLD BUSINESS:

  1. Final Reading and Adoption of Ordinance 11-2023, Appropriations and Tax Rates (2024 Budget) – Shane Litz made a motion to approve Ordinance 11-2023, seconded by Karen Boes.  Motion Passed 5-0.
  •  Final Reading and Adoption of Ordinance 12-2023, Mayor salary (2024) – Shane Litz made a motion to approve Ordinance 12-2023, seconded by Brad Deal. Motion Passed 5-0.
  •  Final Reading and Adoption of Ordinance 13-2023, Clerk-Treasurer Salary (2024)- Shane Litz made a motion to approve Ordinance 13-2023, seconded by Brad Deal.  Motion Passed 5-0.
  • Final Reading and Adoption of Ordinance 14-2023, Common Council Salary (2024) – Shane Litz made a motion to approve Ordinance 14-2023, seconded by Brad Deal.  Motion Passed 5-0.
  • Final Reading and Adoption of Ordinance 15-2023, Police Officers Salary (2024) – Shane Litz made a motion to approve Ordinance 15-2023, seconded by Brad Deal.  Motion Passed 5-0.
  • Final Reading and Adoption of Ordinance 16-2023, Firefighters Salary (2024) – Shane Litz made a motion to approve Ordinance 16-2023, seconded by Brad Deal.  Motion Passed 5-0.
  • Final Reading and Adoption of Ordinance 17-2023, Appointees and Employees Salary (2024) – Shane Litz made a motion to approve Ordinance 17-2023, seconded by Brad Deal.  Motion Passed 5-0.

New Business:

  1.  Ordinance 18-2023: Economic Development Commission – This will be a 5 member board; 3 appointments by the City of Brazil Mayor, 1 appointment by the City of Brazil Council and 1 appointment by the Clay County Council.  City of Brazil Council members made a unanimous decision to appoint Brad Deal to this board.        

COUNCIL COMMENTS:

Karen Boes – Stated that she would like to see if Trick or Treat Hours could be changed due to the temperature outside being so cold on October 30 & 31st.  All other council members stated that they thought the times and dates should stay the same. 

Brad Deal – Stated that he is planning a trip to North Vernon, Indiana on November 1, 2023 with the Mayor Brian Wyndham and Council Member Shane Litz to look at another facility who has went with solar energy.  He and Shane will give a report at the November 8, 2023 meeting.  

Angie Modesitt – None

Steve Bell – None

Shane Litz – Stated hat he was very happy with the smoke detectors that the Brazil City Fire Department installed at his home. 

MAYOR COMMENTS:

Mayor Brian Wyndham –Requested a stop sign for council approval at the corner of Pinkley Street and Edgewood Drive.  City Attorney Traci Orman stated that the cunty council will have to approve the east bound stop sign placement.  Shane Litz made a motion to approve the West bound stop sign placement on Pinkley Street, seconded by Karen Boes.  Motion Passed 5-0.

FUTURE AGENDA ITEMS: nextCouncil Meeting November 8, 2023 @ 5 pm.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Steve Bell.  Motion passed 5-0. Meeting adjourned @ 5:37 p.m.
