THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR OCTOBER 26, 2022

A meeting with the Board of Public Works was held on October 26, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Fire Chief Jake Bennett, Planning and Zoning Administrator Janet McClellan, Nick Wilson from Brazil Times

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from October 12, 2022, seconded by Ruthann Jeffries.  The motion passed 3-0.

AUDIENCE COMMENTS: NONE

OLD BUSINESS:

  1. Approval for Unsafe Building – 235 N. Harrison – PZ Administrator Janet McClellan said that the house is already demolished and cleaned up.  The owner has plans to build a new home on the property.

   NEW BUSINESS:

  1. Approval of Sale: 436 E. Church St. to Tanya Colter – 436 E. Church St. was previously up for sale at the October City auction but did not receive any bids.  The property was offered to the neighbors for purchase. Ruthann Jeffries made a motion to approve the sale of 436 E. Church St. to Tanya Colter, seconded by Linda Messmer.  The motion passed 3-0.
  2. Approval of Sale: 940 W. Knight St. to Shaun Wilson – 940 W. Knight St. was previously up for sale at the October City auction but did not receive any bids.  The property was offered to the neighbors for purchase. Ruthann Jeffries made a motion to approve the sale of 940 W. Knight St. seconded by Linda Messmer.  The motion passed 3-0.
  3. Approval of Strand GIS Mapping Contract – Linda Messmer made a motion to approve the drafted Agreement between the City of Brazil and Strand Associates, Inc., to provide Engineering Services for the Storm Sewer Mapping and Assessment project and to authorize Mayor Wyndham to sign the final version of the contract, seconded by Ruthann Jeffries.  The motion passed 3-0.  The City will pay Strand Associates $22,000 for GIS Inventory Mapping and Assessment and $50,000 for GIS and Assessment Data Processing and the GIS File.  The project should be completed by the end of April 2023.
  4. Approval of Purchase Agreement – Old City Garage – Ruthann Jeffries made a motion to approve the Real Estate Purchase Agreement between the Buyer, Marc. A. Childs and Seller, City of Brazil to purchase the Old City Garage for $150,000, seconded by Linda Messmer.  The motion passed 3-0.
  5. Approval of Cleanups (see list) – Ruthann Jeffries made a motion to approve the cleanup list from October 26, 2022, seconded by Linda Messmer.  The motion passed 3-0.
  6. Approval of Mowing (see list) – Linda Messmer made a motion to approve the mowing list from October 26, 2022, seconded by Ruthann Jeffries.  The motion passed 3-0.

   CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries.  The motion passed 3-0.
  2. Utilities’ Office – Ruthann Jeffries a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on November 9th

   ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries seconded  

   by Linda Messmer. The motion passed 3-0.  Meeting was adjourned at 10:13 a.m.
