THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR OCTOBER 12, 2022

A meeting with the Board of Public Works was held on October 12, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Ruthann Jeffries.

Pledge was led by Ruthann Jeffries.

ROLL CALL: Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman (Mayor Wyndham was absent.)

OTHERS PRESENT: Fire Chief Jake Bennett, Nick Wilson from Brazil Times, Derek Ward from D&D Development

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from September 28, 2022, seconded by Ruthann Jeffries.  The motion passed 2-0.

AUDIENCE COMMENTS: NONE

OLD BUSINESS: NONE

    FIRE CHIEF REPORT: Chief Jake Bennett

  • Chief Bennett presented a NFPA Compliant Service Agreement to the Board to provide semi-annual maintenance for the Fire Department.  Linda Messmer made a motion to approve the NFPA Compliant Service Agreement between Pro Air Midwest, LLC and the City of Brazil for annual preventative semi-annual maintenance, seconded by Ruthann Jeffries.  The motion passed 2-0.

   NEW BUSINESS:

  1. Agreement for Professional Grant Administration Services: City of Brazil – Jerrell Consulting & Grant Administration Services, LLC (2022 IOCRA Stormwater Improvement Project) – Linda Messmer made a motion to approve the Agreement for Professional Grant Administration Services between the City of Brazil and Jerrell Consulting & Grant Administration Services, LLC for the IOCRA Round 1-2022 Stormwater Improvements Construction Project for $53,000, seconded by Ruthann Jeffries.  The motion passed 2-0.  The $53,000 contract will be paid out of City Stormwater Funds in two invoices (1) $31,800 (60% of total contract) and (2) $21,200 (40% of total contract) and will go toward the City’s match for the grant. The first payment will be paid January 2023.
  2. Approval for Unsafe Building – 235 N. Harrison St. –Property owner Derek Ward, from D&D Development, was present to ask for more time on his property on 235 N. Harrison St. to bring the building up to code and make improvements.  The Unsafe Building Affirmation decision has been tabled until the October 26th meeting.

   CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries.  The motion passed 2-0.
  2. Utilities’ Office – Ruthann Jeffries a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 2-0.

FUTURE AGENDA ITEMS:

  • 235 N. Harrison – Unsafe Building Affirmation

   ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded  

   by Ruthann Jeffries. The motion passed 2-0.  Meeting was adjourned at 10:19 a.m.
