THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR SEPTEMBER 22, 2021

A meeting with the Board of Public Works was held on September 22, 2021, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Police Chief Clint McQueen, Fire Chief Jake Bennett, PZ Administrator Janet McClellan, PZ Assistant Cathy Hunter

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from August 28, 2021, seconded by Ruthann Jeffries. The motion passed 3-0.

NEW BUSINESS:

  1. Clay County Redevelopment Commission Resolution 2021-11, City of Brazil Resolution 2021-7 – There is an Industrial Park located in Clay County, which is the location of several commercial entities and businesses who have plants and conduct business.  The Park is located within the jurisdiction of the County, but Utility Services belong to the City of Brazil.  An Interlocal Agreement must be enacted to move forward with bonding and upgrading the system. Ruthann Jeffries made a motion to approve Resolution 2021-7, An Interlocal Agreement between the Clay County Redevelopment Commission, and the City of Brazil, Indiana Relating to the Funding of Certain Utility Improvements at the Clay County Industrial Park with Approval of the Clay County Council, seconded by Linda Messmer.  The motion passed 3-0.
  2. Agreement to Update AMP – The City of Brazil has requested GAI Consultants to update the Asset Management Plan (AMP) to apply for Community Crossings money.  Linda Messmer made a motion to approve the Proposal to update the Brazil Asset Management Plan 2021 from GAI Consultants, seconded by Ruthann Jeffries.  The motion passed 3-0.  The AMP update will be started immediately upon Notice to Proceed and the total lump sum fee for GAI’s services under this proposal is $10,600.
  3. Approval of Mowing (see attached list) – Ruthann Jeffries made a motion to approve the mowing list for September 22, 2021, seconded by Linda Messmer.  The motion passed 3-0.
  4. Approval of Clean-Up (see attached list) – Ruthann Jeffries made a motion to approve the clean-up list for September 22, 2021, seconded by Linda Messmer.  The motion passed 3-0.

PUBLIC SAFETY:

  • Fire Chief Jake Bennett addressed a structure fire on South Murphy in Jackson Township and explained why the City responded even though it was out of their jurisdiction. 
  • Police Chief Clint McQueen commented that the Route 40 fest went well and that there were no safety issues.
  • Nicholas Ferry has graduated from Academy Training.

CLAIMS:

  1. Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

FUTURE AGENDA: Meeting on September 29th to discuss the trash contract.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded by Ruthann Jeffries.  The motion passed 3-0.  Meeting was adjourned at 10:46 a.m.
