MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JUNE 28, 2023

A meeting with the Board of Public Works was held on June 28, 2023, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Ruthann Jeffries.

The Pledge was led by Ruthann Jeffries.

ROLL CALL: Linda Messmer, Ruthann Jeffries, Deputy Clerk Melissa Dorsett (Mayor Wyndham and City Attorney Traci Orman were absent.)

OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, PZ Assistant Cathy Hunter, Asst. Fire Chief Tobey Archer, Police Chief Clint McQueen, Water Superintendent Shawnette Szekely, Wastewater Superintendent Dallas King, Building Inspector Cara Mackenzie, Tony Akles from Strand Associates, DLC Media Reporter Frank Phillips, Brazil Times Reporter Brand Selvia, Nathan Kellar

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from June 14, 2023, seconded by Ruthann Jeffries.  The motion passed 2-0.

    AUDIENCE COMMENTS:

  • Nathan Kellar attended the meeting as a requirement toward his Eagle Scout badge.

    OLD BUSINESS: NONE

    POLICE REPORT: Chief Client McQueen

  • There were 732 calls for service in May 2023 which led to 111 incident report
  •  s, 21 arrests, 25 tickets, 63 warnings and 8 vehicle impounds.
  • Police will be assisting with the upcoming Firecracker 5K event sponsored by the YMCA.
  • Police will be purchasing 8 – 2023 Dodge Durangos through ARP Funds (American Rescue Plan) which was approved by Council.
  • Police candidate interviews will start July 12th to replace an officer who will be retiring.

  FIRE REPORT:  Asst. Chief Tobey Archer

  • Assistant Chief Tobey Archer wanted to thank everyone for helping while he fills in for the Fire Chief in the next few weeks.

NEW BUSINESS:

  1. Wastewater – Phosphorus Building
  2. Change Order – Linda Messmer made a motion to approve Change Order #1 from Graves Construction for changes on the WWTP Chemical Phosphorus building, seconded by Ruthann Jeffres.  The motion passed 2-0.
  3. Pay App #5 and #6 – Linda Messmer made a motion to approve Pay App #5 from Graves Construction Services for $324,545.75 for work completed on the WWTP Chemical Phosphorus building, seconded by Ruthann Jeffries.  The motion passed 2-0.  Linda Messmer made a motion to approve Pay App #6 from Graves Construction Services for $113,693.60 for work completed on the WWTP Chemical Phosphorus building, seconded by Ruthann Jeffries.  The motion passed 2-0.  This project is complete.
  4. Safe Haven Baby Box – Koorsen Agreement – Linda Messmer made a motion to approve the Commercial Monitoring and Alarm Services Agreement between the City of Brazil and Koorsen Fire & Security for Baby Box Monitoring services for one year,  seconded by Ruthann Jeffries.  The motion passed 2-0.  The City will pay Koorsen $50/month for services.
  5. Planning and Zoning
  6. Mowing -see attached list – Linda Messmer made a motion to approve the Mowing List for June 28, 2023, seconded by Ruthann Jeffries.  The motion passed 2-0.
  7. Clean-Up – see attached list – Linda Messmer made a motion to approve the Clean-Up List for June 28, 2023, seconded by Ruthann Jeffries.  The motion passed 2-0. 
  8. Unsafe Building Affirmation – 315 N. Elm St. – Linda Messmer made a motion to approve the Unsafe Building Affirmation for 315 N. Elm St., seconded by Ruthann Jeffries.  The motion passed 2-0.

Clerk’s Office – Ruthann Jeffries made a motion to approve the claims from the Clerk’s Office, seconded by Linda Messmer.  The motion passed 2-0.

Utilities’ Office – Linda Messmer made a motion to approve the claims from the Utilities’ Office, seconded by Ruthann Jeffries.  The motion passed 2-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on July 12, 2023.

   ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer, seconded  

   by Ruthann Jeffries. The motion passed 2-0.  The meeting was adjourned at 10:31 a.m.
