MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR MAY 10, 2023

A meeting with the Board of Public Works was held on May 10, 2023, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

The Pledge was led by Mayor Brian Wyndham.

ROLL CALL: Mayor Brian Wyndham, Linda Messmer, Clerk – Treasurer Karen McQueen, and City Attorney Traci Orman (Ruthann Jeffries was absent.)

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, Street Superintendent Brian Bemis, PZ Administrator Janet McClellan, PZ Asst. Cathy Hunter, and Frank Phillips.

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve the minutes from April 26, 2023, seconded by Mayor Brian Wyndham.  The motion passed 2-0.

    AUDIENCE COMMENTS: NONE

    PUBLIC SAFETY REPORTS:

  1. Police – Police Chief Clint McQueen presented the police report to BOW members.  Report attached.
  2. Fire – Fire Chief Jake Bennett presented fire report to BOW members.  House Fire at 405 East Illinois Street, was started by a cooking fire and the home was a total loss.  The Red Cross was called in to help the family.

  1. Community Crossing 2023 – 1:
  2. Open bids – Milestone Contractors out of Terre Haute, Indiana $319,059.00 and E&B Paving out of Bloomington, Indiana $261,525.00.  Bids will be taken under advisement and awarded at the next BOW Meeting May 24, 2023, at 10 am.
  3. Contract with State of Indiana – Community Crossings Grant Agreement was presented to BOW Members.  Linda Messmer made a motion to approve the Community Crossings Agreement with the State of Indiana, seconded by Mayor Brian Wyndham.  Motion Passed 2-0. 
  4. Phone Stipend – Hunter Stearley, Jayden Weishaupt and Steven Rodgers with The City of Brazil Water Distribution Department would like to be added to the Cellphone Stipend monthly.  Linda Messmer made a motion to approve adding Hunter Stearley, Jayden Weishaupt and Steven Rodgers to the monthly cellphone stipend, seconded by Mayor Brian Wyndham.  Motion Passed 2-0.     
  5. Planning and Zoning –
  6. Mowing – list attached, Mayor Brian Wyndham made a motion to accept the mowing list, seconded by Linda Messmer.  Motion Passed 2-0.
  7. Clean -Ups – list attached, Mayor Brian Wyndham made a motion to accept the Clean-up list, seconded by Linda Messmer.  Motion passed 2-0.   

Clerk’s Office – Linda Messmer made a motion to approve the claims from the Clerk’s Office, seconded by Mayor Brian Wyndham.  The motion passed 2-0.

Utilities’ Office – Linda Messmer made a motion to approve the claims from the Utilities’ Office, seconded Mayor Brian Wyndham.  The motion passed 2-0.

FUTURE AGENDA ITEMS:

  • The next Board of Works meeting will be on May 24, 2023.

   ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer, seconded  

   by Mayor Brian Wyndham. The motion passed 2-0.  Meeting was adjourned at 10:24 a.m.
