MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR APRIL 12, 2023

A meeting of the Common Council was held on APRIL 12, 2023, at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.       

ROLL CALL: Mayor Brian Wyndham and Council Members Shane Litz, Karen Boes, Steve Bell and Brad Deal. Angie Modesitt was absent.   

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Clerk-Treasurer Karen McQueen, Frank Phillips with DLC Media and Bob DeCamp with the Clay County Senior Citizen Center.

PRAYER: The Prayer was led by Steve Bell.

APPROVAL OF MINUTES:   Karen Boes made a motion to approve March 8, 2023, Council Minutes, seconded by Shane Litz.  Motion Passed 3-1.  Brad Deal abstained. 

AUDIENCE COMMENTS: Frank Phillips

OLD BUSINESS:

  1. First Reading of Ordinance 4-2023: Amending Section 94.99(C) noise violation penalty change – Steve Bell made a motion to suspend the rules and pass Ordinance 4-2023 on the first reading, seconded by Shane Litz.  Motion passed 4-0.  Steve Bell then made a motion to approve Ordinance 4-2023, seconded by Karen Boes.  Motion passed 4-0.    
  2. V-Energy Report – The report was tabled until the May 10, 2023, meeting. 

NEW BUSINESS:

  1. Bob DeCamp with the Clay County Senior Citizen Center – Bob DeCamp requested $6,000.00 from the city to help fund the Senior Citizen Bus Transportation Route here in Clay County.  Shane Litz made a motion to fund the Senior Citizen Centers request of $6,000.00, seconded by Brad Deal.  Motion passed 4-0.  

COUNCIL COMMENTS:  

  • Steve Bell WBGL is hosting a business connect breakfast on April 18, 2023, 8:00am to 10:00am @ Riddell National Bank Community Room, located downstairs at the main location.  Steve Bell also mentioned that he would like to see the City Logo on City Equipment and Trucks/Cars.  He would like door decals.         
  • Shane Litz – Commented on a job well done with the recent water leak fix in the area of US Hwy 59 and Short Street.  Shane also informed the council that the Forest Park Golf Course was up and running.  Finally, Shane complimented the City Street Department and limb pickup after the recent storms in St. Andrews.          
  • Karen Boes – Inquired about a sink hole that her neighbor’s yard had fixed, Karen wanted to know if anyone knew who fixed it?  Mayor Brian Wyndham stated that he thought the work would have been done by Mine DNR individuals.  However, he also stated that he would check with City of Brazil Department Supervisors and make sure work was not completed by us for the sink hole. 
  • Brad Deal – Asked if anyone knew what was going on at US HWY 40 & Vandalia Street?   Mayor Brian Wyndham stated that it was part of the Storm Sewer Project that is being done.                   

MAYOR COMMENTS:

Mayor Brian Wyndham – Updated the council on the Jet at the Court House Lawn, he stated that the decals were picked up and ready to be put on.    

Mayor Brian Wyndham – Informed the Council that the City of Brazil was awarded Community Crossings Grant of roughly $350,000.00 from the State of Indiana.  This money will fund the paving of Pinkley Street to include sidewalks from HWY 59 to Murphy Avenue.     

Mayor Brian Wyndham – Requested that Council think about appropriating money to black top the City of Brazil’s New City Garage parking lot.  He explained that really all parking lots by Ordinance should be paved.  He had recently received an RFP for $125,000.00 and should be receiving another RFP soon.  He further explained how the City of Brazil could pay for the paving.  He explained that Council had previously approved a new salt building to be built at the new City of Brazil Garage with the proceeds from the sale of the old City of Brazil Garage.  Mayor Brian Wyndham suggested paying for the new salt building out of ARP Funds instead of the proceeds from the sale.  He explained that the proceeds could then pay for the paving at the new City of Brazil Garage.  Council members unanimously agreed with the Mayor’s suggestion and commented that it was fine for him to proceed.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Steve Bell.  Motionpassed 4-0. Meeting adjourned @ 5:34 p.m.
