THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR MARCH 23, 2022

A meeting with the Board of Public Works was held on March 23, 2022, at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

Pledge was led by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett, City Attorney Traci Orman

OTHERS PRESENT: Police Chief Clint McQueen, Planning and Zoning Administrator Janet McClellan, PZ Assistant Cathy Hunter, Water Superintendent Shawnette Szekely Council President Steve Bell, Frank Phillips from WAMB the Breeze

APPROVAL OF MINUTES:  Linda Messmer made a motion to approve minutes from March 9, 2022 and March 15, 2022, seconded by Ruthann Jeffries. The motion passed 3-0.

     AUDIENCE COMMENTS:

  • Water Supt. Shawnette Szekely wants to request approval for purchase of a new Utility Box Truck for the Water Distribution department.  Mayor Wyndham gave Shawnette approval to get quotes and present them to the Board.  Shawnette also mentioned the need for a lean-to addition at the New City Garage for extra storage.  Mayor Wyndham said that Supt. Brian Bemis already has quotes and that she can review them with him.

POLICE CHIEF REPORT: Chief Clint McQueen

  • There were 598 calls for services in February which included 67 incident reports, 25 arrests, 28 tickets, 73 warnings, 12 crashes and 15 vehicle impounds.
  • Linda Messmer asked about the new legislation for handgun permits.  Chief McQueen said the legislation has passed.  Handgun permits will not be required in Indiana as of July 1, 2022.

     OLD BUSINESS: None

     NEW BUSINESS:

  1. Right of Way Permit – 219 W. National – Joink, LLC – Ruthann Jeffries made a motion to approve a Right of Way Permit for Joink, for boring on 219 W. National (behind Goodwill), seconded by Linda Messmer.  The motion passed 3-0.
  2. INDOT Highway Utility Agreement – INDOT is abating a bridge on Hwy 40, east of Brazil, and the project will require adjustments, removals, alterations, and/or relocations of the existing lines owned by the City.  INDOT has determined that a portion of the City’s relocation cost will be eligible for reimbursement. The agreed amount that the City will owe is $273,672.00.  The City hopes to use ARP (American Rescue Plan) funds for the agreed amount, contingent upon Council approval.  Ruthann Jeffries made a motion to approve the Indiana Department of Transportation Highway Utility Agreement between the City of Brazil Water and INDOT for $273,672.00; seconded by Linda Messmer.  The motion passed 3-0.

      CLAIMS:

Clerk’s Office – Ruthann Jeffries made a motion to approve the claims from the Clerk’s Office; seconded by Linda Messmer. The motion passed 3-0.

Utilities’ Office – Ruthann Jeffries made a motion to approve the claims from the Utilities’ Office; seconded by Linda Messmer.  The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer seconded by Ruthann Jeffries. The motion passed 3-0. Meeting was adjourned at 10:38 a.m.
