MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR FEBRUARY 9, 2022

A meeting of the Common Council was held on February 9, 2022 at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Council President Steve Bell.       

ROLL CALL: Mayor Brian Wyndham and Council Members Shane Litz, Karen Boes, Angie Modesitt, Brad Deal, and Steve Bell. 

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Clerk-Treasurer Karen McQueen, City Attorney Traci Orman, Brazil City Fireman Zach Mormans, Brazil City Fireman Raymond Staub, Brazil City Fireman Cody Garrison, Brazil City Fireman Tobey Archer and Brazil City Resident Brittney Sauter.    

PRAYER was said by Karen Boes.                   

APPROVAL OF MINUTES: Steve Bell made a motion to approve January 12, 2022 minutes, seconded by Shane Litz.  Motion passed 4-1.  Brad Deal abstained.

AUDIENCE COMMENTS: NONE   

OLD BUSINESS: 

  1. Police Contract 2021 – 2023 ADDENDUM – City Attorney Traci Orman explained to council that this was updating of paperwork.  HSA was added to contract and updated compensation was added.  Shane Litz made a motion to approve the collective Bargaining Agreement with the City of Brazil Police Department, seconded by Karen Boes.  Motion passed 5-0. 

NEW BUSINESS:

  1. Fireman Union – Tobey Archer did a presentation with council concerning changing the City of Brazil Fire Department’s pay scale tier system from 10 years to 5 years.  They would like there pay scale tier system to mirror the Brazil City Police Departments.  Council requested to review the request before making any decisions. 
  2. Personal Property tax elimination Resolution 1-2022 – This is a resolution to send to the legislators that the City opposes that proposed legislation regarding elimation of personal property tax without an adequate replacement revenue source.  Brad Deal made a motion to approve Resolution 1-2022, seconded by Steve Bell.  Motion Passed 5-0.  

COUNCIL COMMENTS:  

  • Shane Litz – Stated to council that he has gotten some concerns expressed to him in the Forest Green Subdivision area about the sand and salt and plowing of the roads.  Mayor Brian Wyndham stated that he will make sure that the Street Department pays closer attention.  
  • Steve Bell – Stated that a City of Brazil Citizen commented to him how happy they were with the new lights in town on Main Street.
  • Brad Deal – Stated that the new city garage looked great and encouraged all city council to tour the facility.  He also complimented the city street department for the good job that they did with snow removal.           

MAYOR COMMENTS:

Mayor Wyndham – was happy to announce that the City of Brazil was seeing some growth with new industry coming to town, such as the new power coating facility.  Mayor Wyndham also commented that he appreciates all the council and the supervisors for their continued support.   

FUTURE AGENDA ITEMS: next Council Meeting March 9, 2022 @ 5 p.m.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Angie Modesitt. Motion passed 5-0. Meeting adjourned at 5:31 p.m.
