MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR SEPTEMBER 28, 2016
A meeting of the Common Council was held on September 28, 2016 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
ROLL CALL: Mayor Brian Wyndham, Steve Bell, Brad Deal, Roy Kellar, Shane Litz, Angela Modesitt.
The Pledge to the Flag was lead by Mayor Wyndham.
OTHERS PRESENT: City Attorney Traci Orman, Clerk-Treasurer Karen McQueen
PRAYER was said by Brad Deal.
APPROVAL OF MINUTES: Brad Deal made a motion to approve minutes from August 10, 2016 and September 14, 2016; seconded by Steve Bell. The motion passed 5-0.

OLD BUSINESS:
1.) Ordinance 13-2016: An Ordinance Fixing the Salary of the Mayor of the City of Brazil, Indiana for the Year 2017 (second reading) – Steve Bell made a motion to pass Ordinance 13-2016 on second reading, increasing Mayor salary to $45,000; seconded by Angie Modesitt. The motion passed 5-0.
2.) Ordinance 14-2016: An Ordinance Fixing the Salary of the Clerk-Treasurer of the City of Brazil, Indiana for the Year 2017 (second reading) – Brad Deal made a motion to pass Ordinance 14-2017 on second reading, increasing Clerk-Treasurer salary to $40,000; seconded by Roy Kellar. The motion passed 5-0.
3.) Ordinance 15-2016: An Ordinance Fixing the Salary of the Members of the Common Council of the City of Brazil, Indiana for the Year 2017 (second reading) – Roy Kellar made a motion to pass Ordinance 15-2017 on second reading, increasing salary for Common Council to $6,000 for those who participate in the City’s health insurance program, and $7,000 for those who do not participate in the City’s health insurance program; seconded by Steve Bell. The motion passed 5-0.
4.) Ordinance 16-2016: An Ordinance Fixing the Salary for Police Officers for the Calendar Year 2017 and Thereafter (second reading) – Brad Deal made a motion to pass Ordinance 16-2016 on second reading, increasing salaries for Police Officers; seconded by Shane Litz. The motion passed 5-0.
5.) Ordinance 17-2016: An Ordinance Fixing the Salary for Firefighters for the Calendar Year 2017 and Thereafter (second reading) – Shane Litz made a motion to approve Ordinance 17-2016 on second reading, increasing salaries for Firefighters; seconded by Angie Modesitt. The motion passed 5-0.
6.) Ordinance 18-2016: An Ordinance Fixing Salaries of Appointed Officers and Employees of the City of Brazil, Indiana for Year 2017 (second reading) – Angie Modesitt made a motion to approve Ordinance 18-2016 on second reading, increasing salaries of appointed officers and employees; seconded by Brad Deal. The motion passed 5-0.
NEW BUSINESS:
1.) Ordinance 19-2016 – 2017 Budget Adoption – Brad Deal made a motion to suspend the rules and pass Ordinance 19-2016 on 1st reading; seconded by Steve Bell. The motion passed 5-0. Brad Deal made a motion to pass Ordinance 19-2016; seconded by Steve Bell. The motion passed 5-0.
2.) Ordinance 20-2016: An Ordinance Amending Ordinance 16-2009 to Increase the Monthly Trash Collection Fee from $13 to $15 Per Month – Roy Kellar made a motion to suspend the rules and pass Ordinance 20-2016 on 1st reading; seconded by Shane Litz. COUNCIL COMMENTS: Steve Bell thanked the Firefighters for coming to the meeting and for their service to the City.
MAYOR COMMENTS: Mayor Wyndham notified the Council Members of an IACT Round Table on November 1, 2016.

Brad Deal made a motion to adjourn meeting; seconded by Roy Kellar. Motion passed 5-0. Meeting adjourned at 5:29 p.m.
