MINUTES OF THE COMMON COUNCIL
BRAZIL, INDIANA
FOR FEBRUARY 8, 2017

A meeting of the Common Council was held on February 8, 2017 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.
ROLL CALL: Mayor Brian Wyndham, Steve Bell, Brad Deal, Roy Kellar, Shane Litz, Angela Modesitt.
The Pledge to the Flag was lead by Mayor Wyndham.
OTHERS PRESENT: City Attorney Traci Orman, Clerk-Treasurer Karen McQueen, Bob DeCamp, Alexis Souder, Brian Deakins
PRAYER was said by Angie Modesitt.
APPROVAL OF MINUTES: Steve Bell made a motion to approve minutes from January 11, 2017 and January 25, 2017; seconded by Shane Litz. The motion passed 3-0. Roy Kellar and Brad Deal abstained.

AUDIENCE COMMENTS: NONE

OLD BUSINESS: NONE

NEW BUSINESS:
1.) Bob DeCamp – Senior Citizens Center – Bob DeCamp was present to represent the Senior Citizens Center in Brazil. Mr. DeCamp explained that the Senior Center normally receives $8,300 in funding from the County and $12,000 from WIEDD. Mr. DeCamp explained that WIEDD cut $4,000 in funding this year for the Senior Center. Mr. DeCamp would like to make a formal request from the City for $4,000 for financial assistance to help with the bus service offered through the Center. All Council Members were in favor. This will be reviewed further by the City Attorney and Clerk Treasurer.
2.) MS Manufacturing dba KIHM Metal Technologies Personal Property Tax Abatement – Alexis Souder and Brian Deakins were present to speak on behalf of the abatement request. KIHM Metal has submitted a Statement of Benefits and provided all information and documentation necessary for Council to make an informed decision. KIHM Metal currently has 37 full-time jobs and will create 7 new jobs. The cost of the new equipment is approximately $2,000,000. KIHM Metal is requesting a 5 year personal property tax abatement. Shane Litz made a motion to accept the initial approval of Resolution 1-2017: A Resolution of the Brazil Common Council of the City of Brazil, Indiana, Designating an Area Within the City of Brazil, Indiana as an Economic Revitalization Area for the Purpose of a 5 year Personal Property Tax Abatement; seconded by Brad Deal. The motion passed 5-0.

COUNCIL COMMENTS:
• Brad Deal was pleased with the Ribbon Cutting at the Villas of Hollybrook
• Angie Modesitt has heard numerous complaints about trash totes left out and would like to see this issue resolved.
• Roy Kellar is glad that the Mayor had the Coke and Pepsi machines moved.
• Steve Bell said thanks to Clover Signs for cleaning up their property. Steve also received a compliment about City Garage Assistant Kathy Van Ness being kind to the citizens.

MAYOR COMMENTS: NONE

ADJOURNMENT:
Brad Deal made a motion to adjourn meeting; seconded by Angie Modesitt. Motion passed 5-0. Meeting adjourned at 5:39 p.m.
