MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR DECEMBER 22, 2021

A meeting of the Common Council was held on December 22, 2021 at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.       

ROLL CALL: Shane Litz, Karen Boes, Brad Deal and Steve Bell.  Angie Modesitt was absent.  

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Clerk-Treasurer, City Attorney Traci Orman, Joey Bennett with the Brazil Times, Police Chief Clint McQueen and Assistant Police Chief Dennis Archer, and Boy Scout Troop 95 was also present.

PRAYER was said by Karen Boes.                   

APPROVAL OF MINUTES: NONE

AUDIENCE COMMENTS: A concerned citizen Alondra Jara was present to express her concerns about the new jail expansion.   

OLD BUSINESS:  NONE

NEW BUSINESS:

  1. 2021 Department Transfers: Interdepartmental Transfers were presented to the council for approval.  Departments which had transfers were Law, Council, P&Z, Police, MVH, LR&S, Parks, and CCD (as set forth on transfer sheet).  Discussions had.  Steve Bell made a motion to approve the 2021 end of year interdepartmental transfers, seconded by Shane Litz.  Motion passed 4-0.
  2. Additional Appropriations Public Hearing and first reading of Ordinance 27–2021 – Public Hearing for the 2021 Additional Appropriations was opened up at 5:26 pm, with no audience comments the Public Hearing was closed at 5:28 pm.  Brad Deal made a motion to suspend the rules and pass Ordinance 27-2021 on the first reading, seconded by Karen Boes.  Motion passed 4-0.  Brad Deal then made a motion to approve Ordinance 27-2021, seconded by Shane Litz.  Motion passed 4-0.   
  3. Ordinance 26-2021: Rezoning parcels behind the Justice Center – The Planning Commission gave a unanimous, favorable recommendation to rezone this property from R-2 to I-1.  Shane Litz made a motion to suspend the rules and pass Ordinance 26-2021 on the first reading, seconded by Karen BoesShane Litz then made a motion to approve Ordinance 26-2021, seconded by Brad Deal.  Motion passed 4-0.

COUNCIL COMMENTS:  

  • Steve Bell – Stated that he has had a great 2021 year and he looks forward to the 2022 year and serving Brazil.
  • Shane Litz – Stated that he was glad that the Brazil Times put the article in the paper about the Clay County Justice Center expansion.  Shane stated that he thought it cleared up some rumors and gave facts on the expansion.     

MAYOR COMMENTS: NONE

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Shane Litz. Motionpassed 4-0. Meeting adjourned at 5:37 p.m.
