MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR DECEMBER 13, 2023

A meeting of the Common Council was held on December 13, 2023, at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

PRAYER:  Prayer was led by Karen Boes.

ROLL CALL: Mayor Brian Wyndham and Council Members, Shane Litz, Steve Bell, Karen Boes, and Brad Deal.  Angie Modesitt was absent.   

OTHERS PRESENT:

  • Clerk- Treasurer Karen McQueen, City Attorney Traci Orman, a representative from the Brazil Times Hayley Cooper, Brad Emmert with Emmert/Timberland, Brazil City Police Department Union Representative Graig Bass, Chris Egger and Makenzie Kumpf with RJL Solutions, Jerry Morgan and Darla Frisz with Clay County Community Foundation and Josh Alsip with the Terre Haute Chamber of Commerce.

APPROVAL OF MINUTES:   Shane Litz made a motion to approve the November 8, 2023 and the November 29, 2023 minutes, seconded by Karen Boes.  Motion passed 4-0. 

AUDIENCE COMMENTS: None

OLD BUSINESS:

  1. Clay County Community Plan: Request for $10,000.00 Contribution
  2. RJL Solutions Presentation – Makenzie Kumpf gave presentation to council.
  3. Request for the $10,000.00 contribution from city – Steve Bell made a motiontoapprove $10,000.00 contribution out of Rainy-Day Fund to be paid out the first of the year, seconded by Brad Deal.  Motion Passed 3-1, Shane Litz Nay.  
  4. Emmert Residential Tax Abatement:  Resolution 8-2023.  All council members were in favor of the tax abatement; however, they were unsure on the length they would agree to for the abatement.  The council decided to table the abatement until the next meeting December 27, 2023. 
  5. Police Department:  Fitness Equipment Funds request – Graig Bass with the Brazil City Police Department Union was present to request funding for Workout equipment for the department.  Brad Deal made a motion to approve $11,600.00 for 3 pieces of equipment, seconded by Shane Litz.  Motion passed 4-0.      

New Business:

  1.  Plan Commission Appointment: January 1, 2024 – December 31, 2024
  2. No political party affiliations requirements
  3. Must be elected or appointed member of any government body
  4. 2023 appointments were: Karen Boes, Greg Sanders and Brian Wyndham

Brad Deal made a motion to keep the current appointments the same, seconded by Shane Litz.  Motion passed 4-0. 

COUNCIL COMMENTS:

Karen Boes – Stated that she was very happy to report that the Shop with a Cop program helped a family who had all of their Christmas presents stollen.  Without Shop w a Cop this family would not have had a Christmas.  Karen is very thankful for the program. 

Brad Deal – Stated that he has been asked by several people about the new Trash Service that the city will have.  Brad wanted to make sure that Republic would offer the same services that Wallace offered, with no additional fees.  Mayor Brian Wyndham explained that the city was in a contract for trash services and things should not change, recycling may be the only service that could change.  Brad Deal would also like the Police Department to look into several golf carts driving on the sidewalks, he has noticed them down US HWY 40.  Mayor Brian Wyndham commented that he will let them know.     

Angie Modesitt – None

Steve Bell – Stated that he was very thankful that the Water Department has started to go around town and fix all of the street cuts.  Steve also wanted to say thank you to the city street department for getting the handicap signs right up.  Steve wanted to also remind the Mayor that the handicap sign on the corner of Walnut Street and US HWY 40 in front of Edward Jones still needs their handicap sign.  Finally, Steve stated that he is looking forward to entering the new year and glad to be working side by side with the Mayor Brian Wyndham.    

Shane Litz – Great Christmas Party that the city hosted for the employees.  Shane was very glad to see all the City of Brazil employees who attended.  Shane also stated that he has heard many complaints pertaining to the Christmas Parade and children and adults getting closer and closer out on the road, individuals are fearful that someone is going to one day, get hurt.  Individuals should stay on the sidewalks during the parade.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Shane Litz.  Motionpassed 4-0. Meeting adjourned @ 5:52 p.m.
