MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR NOVEMBER 29, 2023

A meeting of the Common Council was held on November 29, 2023, at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

PRAYER:  Prayer was led by Karen Boes.

ROLL CALL: Mayor Brian Wyndham and Council Members, Shane Litz, Steve Bell, Karen Boes, Angie Modesitt and Brad Deal.   

OTHERS PRESENT:

  • City Attorney Traci Orman, Clerk- Treasurer Karen McQueen, a representative from the Brazil Times Hayley Cooper, Brazil Police Department Officer Graig Bass and Zach Overton and Brad Emmert with Emmert/Timberland.

APPROVAL OF MINUTES:   None

AUDIENCE COMMENTS: None

OLD BUSINESS:

  1. Clay County Community Plan: Request for $10,000.00 Contribution – Steve Bell made a motion to table the city contribution until a representative from RJL Solutions could come to a meeting and discuss with council members details of the plan.  Council members unanimously agreed.    

New Business:

  1.  Police Contract: 2024-2026 – City Attorney Traci Orman explained changes that were made to the Police Department Union Contract.  A copy of the contract was also handed out to all members.  Shane Litz made a motion to approve The City of Brazil 2024-2026 Police Department Union Contract, seconded by Angie Modesitt.  Motion Passed 5-0.   
  2.   Emmert Residential Tax Abatement: Resolution 8-2023Shane Litz made a motion to table Emmert Residential Tax Abatement until further information could be gathered and then discussed again at the December 13, 2023.  Council members unanimously agreed.    

COUNCIL COMMENTS:

Karen Boes – Stated that the Christmas in the Park Parade was awesome and again this year had a great turnout.

Brad Deal – None

Angie Modesitt – None

Steve Bell – None

Shane Litz – Stated that the Small Business Saturday had a really good turnout as well and he has heard no negatives about this event.  

MAYOR COMMENTS:

Mayor Brian Wyndham – Reported to the council that the Baby Box is online and up and running. He also stated that there was a good turnout for the blessing of the Baby Box.  Mayor Brian Wyndham then informed the council that the Raw Water Main Study is almost complete, and he should have information from the study to share with the council soon.  Finally, Mayor Brian Wyndham requested the council to be in favor of giving all Full-time employees a $300.00 Christmas Bonus and all Part-time employees a $150.00 Christmas Bonus to be paid out of their existing budgets on December 5,2023.  Angie Modesitt made a motion to approve Mayor Brian Wyndham’s request, seconded by Steve Bell.  Motion Passed 5-0.

ADJOURNMENT: Steve Bell made a motion to adjourn meeting, seconded by Angie Modesitt.  Motion passed 5-0. Meeting adjourned @ 5:55 p.m.
