MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR OCTOBER 4, 2017

A meeting of the Common Council was held on OCTOBER 4, 2017 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Steve Bell, Brad Deal, Roy Kellar, Shane Litz, Angela Modesitt and Mayor Brian Wyndham.

The Pledge to the Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT: City Attorney Traci Orman, Clerk-Treasurer Karen McQueen, Harvey Roscoe, Randy Hill, Frank Phillips, Alexis Sowder, Brian Deakins and Brad Emmert.

PRAYER was said by Roy Kellar.

APPROVAL OF MINUTES:  Roy Kellar made a motion to approve the September 13, 2017 minutes, seconded by Steve Bell.  Passed 5-0.

AUDIENCE COMMENTS:  Randy Hill resident of Brazil lives in Edgewood and would like to see roads paved in Edgewood.

OLD BUSINESS:

  • Emmert Tax Abatement: Final action on Resolution #9-2017 – 7 year Personal Property tax abatement. Brad Deal made a motion to approve Final Action on Resolution #9-2017 for 7 years, Personal Property tax abatement, seconded by Steve Bell.  Passed 5-0.
  • KIHM Tax Abatement: Final action on Resolution #10-2017 – 10 year Personal Property tax abatement. Shane Litz made a motion to approve final action on Resolution #10-2017 and accept abatement calculation agreement, with part that KIHM had requested be stricken, added back in for a 10 year, Personal Property tax abatement, seconded by Angie Modesitt.  Passed 5-0.
  • Ordinance #10-2017: This is an amendment to Ordinance #9-2008. Shane Litz made a motion to approve Ordinance #10-2017 with duties to become active as of this day, seconded by Brad Deal.  Passed 5-0.
  • Ordinance #8-2017: Second Reading for Animal Registration. Steve Bell made a motion to approve Ordinance #8-2017, seconded by Roy Kellar.  Passed 4-1.  Angie Modesitt Nay.
  • Ordinance #13-2017: Second Reading for the 2018 Budget. Shane Litz made a motion to approve Ordinance #13-2017, seconded by Angie Modesitt.  Passed 5-0.
  • Ordinance #14-2017: Second Reading for the Salary of the Mayor. Shane Litz made a motion to approve Ordinance #14-2017, seconded by Brad Deal.  Passed 5-0.
  • Ordinance #15-2017: Second Reading for the Salary of the Clerk-Treasurer. Shane Litz made a motion to approve Ordinance #15-2017, seconded by Brad Deal.  Passed 5-0.
  • Ordinance #16-2017: Second Reading for the Salary of the Council. Shane Litz made a motion to approve Ordinance #16-2017, seconded by Brad Deal.  Passed 5-0.
  • Ordinance #17-2017: Second Reading for the Salary of the Police. Shane Litz made a motion to approve Ordinance #17-2017, seconded by Brad Deal.  Passed 5-0.

10.) Ordinance #18-2017: Second Reading for the Salary of the Fire.  Shane Litz made a motion to approve Ordinance #18-2017, seconded by Brad Deal.  Passed 5-0.

11.) Ordinance #19-2017: Second Reading for the Salary of the Appointees/Employees.  Shane Litz made a motion to approve Ordinance #19-2017, seconded by Brad Deal.  Passed 5-0.

 

NEW BUSINESS:

  • Additional Appropriation Ordinance #20-2017: 5:38 p.m. opened up the meeting for a Public Hearing.  Public Hearing was then closed at 5:39 p.m.  Brad Deal made a motion to suspend the rules and pass Ordinance #20-2017 for Additional Appropriation on the first reading, seconded by Roy Kellar.  Passed 5-0.  Brad Deal made a motion to approve Ordinance #20-2017 for Additional Appropriation, seconded by Roy Kellar.  Passed 5-0.

COUNCIL COMMENTS: 

Trick or Treat Hours set:  October 30th and October 31st  from 6-8 p.m.

Roy Kellar would like the Mayor to look into dumpsters being put on City Parking lots, such as FiFi’s.  Mayor Brian Wyndham will look into this.

Shane Litz wanted to state that the Pet Registration was not a tax and that it was a way to hold citizens/pet owners accountable for their animals.

MAYOR COMMENTS: Mayor Brian Wyndham would like to thank the council for all the hard work that they did on the 2018 budget.

ADJOURNMENT:

Steve Bell made a motion to adjourn meeting; seconded by Brad Deal.  Passed 5-0.  5:52 p.m.
