MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR JANUARY 8, 2020

A meeting of the Common Council was held on January 8, 2020 at 5:00 p.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Mayor Brian Wyndham.               

ROLL CALL: Steve Bell, Karen Boes, Brad Deal, Shane Litz, Angela Modesitt, and Mayor Brian Wyndham.

The Pledge to the Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT: City Attorney Traci Orman, Clerk Treasurer Karen McQueen, Mandy Shephard, Shannon Wilmore, Roy Smith, Toni Carter, Mike Downing, Jim Tribble, Brazil Times Editor Frank Phillips

PRAYER was said by Brad Deal.

APPROVAL OF MINUTES: Steve Bell made a motion to approve the November 25, 2019 and December 11, 2019 minutes seconded by Brad Deal.  The motion passed 3-0.  Karen Boes and Shane Litz abstained.

AUDIENCE COMMENTS:

  • Resident Mike Downing would like to have the City look at drainage issues around 2121 E. Jackson St and Raridan St. Mayor Wyndham stated that paving of this area will happen during the next round of Community Crossings money, to be paved in 2020 if awared the grant money.
  • Jim Tribble was present to discuss the Community Foundation and Gift 7.

OLD BUSINESS: NONE

NEW BUSINESS:

  1.  Set Meeting Dates and Times 2020- Shane Litz made a motion to keep the Council Meetings on the second Wednesday of every month at 5:00 p.m. in the Council Chambers with the 4th Wednesday of the month reserved for a second meeting if needed, seconded by Brad Deal.  The motion passed 5-0.
  2. Election of Officers
  3. Brad Deal made a motion to nominate Angie Modesitt as President, seconded by Steve Bell.  Nominations closed. The motion passed 5-0. 
  4. Brad Deal made a motion to nominate Steve Bell as Vice President, seconded by Shane Litz. Nominations closed.  The motion passed 5-0.
  5. Resolution 1-2020: Resoluation Establishing a Procedure for Grant Applications by any City Entity or Department – The City wants to ensure that there is a central contact for all grant applications and a process by which the City applies for grants.  Resolution 1-2020 designates the Planning Administrator as the main contact for all grants and outlines the process for applying for grants.  Steve Bell made a motion to pass Resolution 1-2020, seconded by Shane Litz.  The motion passed 5-0.
  6. Safe Haven Baby Box – Mandy Shephard presented a packet to the City Council regarding a Safe Haven Baby box which they would like to be placed at the Brazil City Fire Department.  Mandy explained that there is nothing like this within a 50-mile radius.  The Safe Haven group would raise the approximately $15,000 needed to place the baby box at the firehouse.  The annual maintenance fee is approximately $200/year.

COUNCIL COMMENTS: 

  • Angie Modesitt – Would like to see a “No Parking” sign or restricted parking on Depot across from the American Legion. 

MAYOR COMMENTS: Mayor Wyndham congratulated Karen Boes as the new Council Member.  Mayor Wyndham would like to also express his appreciation for all of the community driven projects going on in the City.  We will continue to make progress in the year 2020.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Karen Boes.  The motion passed 5-0.  Meeting adjourned at 6:00 p.m.
