MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR JULY 14, 2021

A meeting of the Common Council was held on July 14, 2021 at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.        

ROLL CALL: Steve Bell, Shane Litz, Brad Deal, Angie Modesitt and Karen Boes.    

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Clerk-Treasurer Karen McQueen, City Attorney Traci Orman, and Kim Harris with Attorney General Todd Rokita’s office. 

PRAYER was said by Karen Boes.                   

APPROVAL OF MINUTES: Angie Modesitt made a motion to approve the June 23, 2021 minutes, seconded by Karen Boes.  Passed 4-0.  Brad Deal was not present at time of approval.

AUDIENCE COMMENTS:

OLD BUSINESS:

  1. Council stated that they are still not in compliance with the city ordinance.  Council maintained that they would like to see Planning and Zoning Administrator Janet McClellan work with applicant to get them in compliance before they approve chicken coop.  Chicken coop tabled.
  2. : resolution Establishing the Policy by which members of the Common Council may participate by electronic means of communication (Tabled from June 23, 2021 meeting) – Shane Litz made a motion to not approve Resolution 4-2021, seconded by Brad Deal.  Not approved 5-0. 
  3. – City of Brazil Street Superintendent, Brian Bemis does not recommend stop sign.  Council member Brad Deal and Council member Steve Bell agreed.  Stop sign request denied.2022
  4. – Council member Angie Modesitt stated that she would not like to forgive the debt owed to the City of Brazil by the Forest Park Golf Course that was made in good faith.  Council member Shane Litz also agreed with Angie Modesitt on not forgiving the debt owed to the City of Brazil by the Forest Park Golf Course.  However, Council Member Shane Litz would like to help with the cost of the pump that the Golf Course had to replace.  Council Member Brad Deal agreed with not forgiving debt owed to the City of Brazil by the Forest Park Golf Course.  Also, Council Member Brad Deal was in favor of helping pay for the pump that the Forest Park Golf Course had to replace.  Council decided to table further discussion until the August 11, 2021 meeting.  

NEW BUSINESS:

  1. Kim Harris, Outreach Representative for the Attorney General Todd Rokita – Kim Harris was present to hand out information and explain to council the mission and goals of the Attorney General’s office for the State of Indiana.
  2. Coronavirus Relief Funds – SWIF Grant Application – Council Members Angie Modesitt, Brad Deal and Shane Litz all agreed to add a 20% match.  Shane Litz made a motion to add 20% match into the ARP Plan, seconded by Brad Deal.  Motion approved 5-0.   

COUNCIL COMMENTS:  

Shane Litz – Wanted to publicly thank the Clay County Highway Department for donating cold patch and the Paving Roller to the Forest Park Golf Course.    

Brad Deal – Stated that chicken coop on Alabama Street was taken away and is now back.  Janet McClellan Planning and Zoning Administrator will look into situation. 

Karen Boes – Stated that her brother retired from the United States Airforce and came home to visit and commented on how much progress the City of Brazil has made. 

Steve Bell – Commented that a ramp was still needed at the apartments on North Meridian Street; Tom Henderson.  Stated we will need to get an estimate of the cost of concrete.

MAYOR COMMENTS: Stated that the new City Garage is moving along nicely. 

FUTURE AGENDA ITEMS:

2022 Budget Work Session set for August 6, 2021 @ 9am

Next City Council Meeting scheduled for August 11, 2021 at 5:00 p.m. 

ADJOURNMENT: Steve Bell made a motion to adjourn meeting; seconded by Brad Deal.  Passed 4-0.  Meeting adjourned at 5:56 p.m.
