MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR JUNE 5, 2023

A meeting of the Common Council was held on June 5, 2023, at 8:00 a.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.

ROLL CALL: Mayor Brian Wyndham and Council Members, Karen Boes, Steve Bell, Brad Deal, Angie Modesitt and Shane Litz.

OTHERS PRESENT:

  • City Attorney Traci Orman, Clerk- Treasurer Karen McQueen, Police Chief Clint McQueen, Asst. Police Chief Dennis Archer and a representative from the Brazil Times.

APPROVAL OF MINUTES:   None

AUDIENCE COMMENTS: Police Chief Clint McQueen spoke with council about the need for new cars in the police department.  He explained that the department’s repairs budget was already spent with repairs to department police vehicles.  He also explained that they had found Dodge Durango’s in stock at John Jones Dealership in Salem, Indiana for around $50,000.00 per vehicle.  Police Chief Clint McQueen also explained that the $50,000.00 would cover the expense of the vehicle and the equipping of the vehicle.  He then explained that the decals for the vehicles would be an added expense of $2,000.00 per vehicle from Clover Signs here in Brazil.       

NEW BUSINESS:

  1. Discussion of Encumbering ARP Funds – Mayor Brian Wyndham explained to Council that there was a need to encumber monies from the ARP Funds.  Mayor Brian Wyndham explained many needs that city departments have to include:  7-8 Police Vehicles at $50,000.00 per Dodge Durango, 1 Street Department Dump Truck at $65,000.00 and 1 Street Department Tractor at $55,000.00, A shortfall of money for the Storm Water Grant Project of $250,000.00, and Concrete Repairs to the City Forest Park Pool at $100,000.00.  Mayor Brian Wyndham asked Council to take these items into consideration when encumbering the ARP money. 

Brad Deal made a motion to amend the ARP Plan for the following encumber of ARP Funds: $400,000.00 towards 8 Police Dodge Durango’s, $250,000.00 towards the Storm Water Grant Project, $120,000.00 towards the purchase of 1 Street Department Dump Truck and 1 Street Department Tractor, and $50,000.00 towards Concrete repairs at Forest Park Pool for a total of $820,000.00 of encumbered ARP Funds, leftover ARP Fund would be spent on decals for new police vehicles, seconded by Shane Litz.  Motion Passed 5-0.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting, seconded by Steve Bell.  Motionpassed 5-0. Meeting adjourned @ 8:26 a.m.
