MINUTES OF THE COMMON COUNCIL

BRAZIL, INDIANA

FOR APRIL 27, 2022

A meeting of the Common Council was held on April 27, 2022 at 5:00 p.m. in Brazil City Hall.  The meeting was called to order by Mayor Brian Wyndham.       

ROLL CALL: Mayor Brian Wyndham and Council Members Shane Litz, Karen Boes, Angie Modesitt, Steve Bell and Brad Deal. 

The Pledge to the American Flag was led by Mayor Brian Wyndham.

OTHERS PRESENT:

  • Clerk-Treasurer Karen McQueen, City Attorney Traci Orman and Brazil City Resident Brandon Sneath. 

PRAYER was said by Steve Bell.                      

APPROVAL OF MINUTES: NONE

AUDIENCE COMMENTS: Brandon Sneath was present to inquire about the old city garage.  He questioned what the intentions of the city were on the building.  Brandon is interested in buying the building.  Mayor Brian Wyndham explained that in the near future the city would be gathering bids or doing a public auction on the building.  He explained that the public would be notified once the city was ready to sell the building.   

OLD BUSINESS:  None

NEW BUSINESS:

  1. Prospective Projects and Funding Options – Multiple projects were discussed with council for potential use of Sewage Bond money and the ARP Funds that the City has received and will be receiving from the Federal Government, money uses to include:
  2. Phosphorus Building for the Sewage Department – Sewage Bond Money
  3. Phase 1, I-70 / SR-59 Sewage Project – sewage line replacement, extension of sewage services and a rebuild of existing services to current services at this interchange.  A Phase 2 will follow – Sewage Bond Money
  4. US 40 raw water line relocation, moving of the main City of Brazil water main line from one side of US Highway 40 to the other side of US Highway 40.  Due to a State of Indiana bridge replacement project on US Highway 40 – ARP Money
  5. 24 inch Sewer Line Replacement at Center Street and Ridge Street in the City of Brazil.
  6. A smaller project would be adding fencing around the sewer plant and property located on South Murphy – ARP Money
  7. Maintenance on Pogue’s Run
  8. Wastewater Bond Ordinance #3-2022 – Brad Deal made a motion to suspend the rules and approve Ordinance #3-2022 on the first reading, seconded by Steve Bell.  Motion passed 5-0.  Steve Bell then made a motion to approve Ordinance #3-2022, seconded by Brad Deal.  Motion Passed 5-0.    

COUNCIL COMMENTS:  

  • Brad Deal – Questioned Mayor Brian Wyndham about the condition of the roads on US Highway 40 between the Town of Harmony and the Town of Knightsville.  Brad stated he was concerned that the cities water lines and sewage lines were causing the road damage.  Mayor Brian Wyndham stated that it was not the water lines nor the sewage lines causing the issues.
  • Steve Bell – Commended Main Street, Andy Stone for helping raise money for 2 flag poles at the Brazilian Fountain at the entrance to Forest Park.

ADJOURNMENT: Brad Deal made a motion to adjourn meeting; seconded by Shane Litz. Motionpassed 5-0. Meeting adjourned at 6:17 p.m.
