MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR SEPTEMBER 9, 2015

 

A meeting with the Board of Public Works was held on September 9, 2015 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham .

ROLL CALL: Mayor Wyndham, Linda Messmer, Ruthann Jeffries, City Attorney Traci Orman, and Deputy Clerk Melissa Dorsett

OTHERS PRESENT: Wastewater Superintendent Billy Goodrich, Planning and Zoning Administrator Teresa Glenn, Fire Chief Jake Bennett, Police Chief Clint McQueen, Captain Dennis Archer, Patrolman Ray Walters, Kristy Jerrell of Jerrell Consulting, Matthew Rueff of RATIO Architects,  Brazil Times Representative Pete Wilson, Daniel Rose

PLEDGE: The pledge to the Flag was lead by Mayor Wyndham.

APPROVAL OF MINUTES:  August 26, 2015, Linda Messmer made a motion to approve.  Ruthann Jeffries seconded.  The motion passed 3-0.

 

AUDIENCE COMMENTS:  

Mr. Rose wants an update on the old house on Meridian.  Mayor Wyndham stated that as soon as the City gets enough funds in the Unsafe Building Fund, they will tear it down.  He also asked about the minutes on the City website.

POLICE CHIEF REPORT: Chief Clint McQueen

The Police Department would like to purchase a new vehicle. Ray Walters presented a quote from York Chrysler Dodge Jeep in Crawfordsville for a 2016 SSV Crew Cab 4×4 to replace the Durango.  York was able to match the state bid.  The original price for the vehicle was $43,355.  With discounts, the final price for the new vehicle will be $28,014.  Linda Messmer made a motion to approve the purchase of a new vehicle for the Brazil City Police Department.  Ruthann Jeffries seconded.  The motion passed 3-0.

 

FIRE CHIEF REPORT: Chief Jake Bennett

-The Brazil City Fire Department responded to multiple calls from August 26th to     September 7th, including emergency medical calls, unauthorized burnings, structure fires,  accidents and smoke investigations.

-Firefighters also participated in pre-incident planning at Ceres Solutions.

-Hydrant flushing and flow testing began Tuesday September 8th.

-Engine 221 had two discharge valves rebuilt, and pump packing adjusted.

-Engine 224 had an electrical wiring issue repaired.

A Public Hearing was opened at 10:10 to discuss the Community Development Block Grant (CDBG).

Kristy Jerrell, Jerrell Consulting, stated that the City of Brazil intends to apply to the Indiana office of Community Rural Affairs for a grant from the State Community Development Block Grant Planning program.  This program is funded by Title I of the federal Housing and Community Development Act of 1974, as amended.  These funds are to be used for a planning study project that will include the following activities: completion of a Downtown Revitalization Planning Study.  The study will include streets from Harrison to Depot in downtown Brazil.  This program will be the first step in gaining grant money for future improvement projects such as the Stellar Grant.  The requested grant amount is $36,000 with a local match of $4,000 which makes the total project cost $40,000. Matthew Rueff of RATIO Architects said the architect planning would take 3-4 months.

NEW BUSINESS:

  • Approval for Clean-ups and Mowing – Ruthann Jeffries made a motion to approve the Clean-up and Mowing lists for August 26, 2015. Linda Messmer  The motion passed 3-0.

 

CLAIMS:

  • Clerk’s Office – Linda Messmer made a motion to approve. Ruthann Jeffries The motion passed 3-0.
  • Utilities’ Office – Ruthann Jeffries made a motion to approve. Linda Messmer    The motion passed 3-0.

 

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Linda Messmer.  Meeting adjourned at10:40 a.m.  The motion passed 3-0.
