MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR SEPTEMBER 26, 2018

 

A meeting with the Board of Public Works was held on September 26, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett.

OTHERS PRESENT: Fire Chief Jake Bennett, Police Chief Clint McQueen, Policeman Ray Walters, Planning and Zoning Administrator Janet McClellan, Planning and Zoning Assistant Cathy Hunter, Grant Administrator Kristy Jerrell

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from September 12, 2018; seconded by Ruthann Jeffries.  The motion passed 3-0.

AUDIENCE COMMENTS: NONE

OLD BUSINESS: NONE

 

POLICE REPORT – Ray Walters

  • Police Officer Ray Walters was present to make a request to the Board for the lease of a new Dodge Charger to replace the 2008 Crown Victoria that Lt. Dave Archer has been driving. The vehicle will be purchased through the same lease company that the other Dodge Chargers were leased through.  The total payment on the charger is $26,661.00, which is the state minimum bid. The payments will be made through revenue from the Impound fees.  Chief McQueen will be talking with the Clerk to discuss funds.  Ruthann Jeffries made a motion to approve the lease of a new Police Dodge Charger $26,661.00; seconded by Linda Messmer.  The motion passed 3-0.

 

FIRE CHIEF REPORT – Chief Jake Bennett

  • Calls for service for September include a structure fire at 9405 N. Weaver St. and 411 S. Chicago Ave, Cooper Towers cooking fire and a Great Dane dumpster fire. No injuries were reported with the fires.
  • September 21st fire marks the 9th alarm caused by fire at the Brazil Housing Authority properties since July 1st, and the 7th one at Cooper Towers, most caused by cooking. The Brazil City Fire Department is working with the Brazil Housing Authority to develop further measures to insure safety and proper reaction to prevent further emergencies caused by neglect.
  • Firefighters were involved in Fishing Fun Day at Craig Park, the Route 40 Fest in the Fun Zone.
  • Firefighters began flushing and flow testing hydrants in September.

 

 

NEW BUSINESS:

  • Public Hearing-Kristy Jerrell, Façade Grant – A Public Hearing was opened at 10:15 a.m. to discuss the Façade Grant. The Public Hearing was closed at 10:30 a.m.  Grant Administrator Kristy Jerrell will provide minutes for the Public Hearing.
  • Notice to Proceed – Jackson St. Sidewalk Project – Linda Messmer made a motion to approve the Notice to Proceed for the Jackson St. Sidewalk Project awarded to ST Construction; seconded by Ruthann Jeffries. The motion passed 3-0.  Deadline for completion is August of 2019.
  • Date correction on Billy Goodrich Compensation Contract – The City has a contract with Wastewater Supt. Billy Goodrich for compensation related to Wastewater Contracts with various cities. City Attorney Traci Orman noticed an incorrect date on a contract that was previously approved.  The contract should have the dates of January 1, 2018 through December 31, 2018, instead of through January 31, 2018.  Ruthann Jeffries made a motion to approve the date correction on the contract; seconded by Linda Messmer.  The motion passed 3-0.  The Board of Works initialed the correction as well as Billy Goodrich.
  • Approval of Strand Invoice – Stormwater Planning Study – Ruthann Jeffries made a motion to approve an invoice from Strand Associates for professional services August 1, through August 31, for the Stormwater Planning Study for $7,700.00; seconded by Linda Messmer. The motion passed 3-0.
  • Clean Up List – Linda Messmer made a motion to approve the clean up list for September 26, 2018; seconded by Ruthann Jeffries. The motion passed 3-0.
  • Mowing List – Ruthann Jeffries made a motion to approve the mowing list for September 26, 2018; seconded by Linda Messmer. The motion passed 3-0.

 

CLAIMS: 

  • Clerk – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
  • Utilities – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.

 

AUDIENCE COMMENTS: NONE

FUTURE AGENDA: Linda Messmer asked about the property next to Ceres Solutions that is owned by the State.  Mayor Wyndham said that he can contact the State about cleaning it up.

 

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:38 a.m.
