MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR SEPTEMBER 25, 2019

 

A meeting with the Board of Public Works was held on September 25, 2019 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Ruthann Jeffries, Mayor Wyndham, City Attorney Traci Orman and Deputy Clerk Melissa Dorsett. Linda Messmer was absent.

OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, Street Superintendent Brian Bemis, Fire Chief Jake Bennett, Police Chief Clint McQueen, Daniel Rose

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: Ruthann Jeffries made a motion to approve minutes from September 12, 2019; seconded by Mayor Wyndham.  The motion passed 2-0.  Linda Messmer was absent.

OLD BUSINESS: NONE

 

POLICE CHIEF REPORT: Chief Clint McQueen

  • There were 638 calls for service in August
  • Chief McQueen stated that the 9/11 Ceremony was a great turnout
  • Both officers have completed the Academy and the Police Department is fully staffed.
  • Ruthann asked Chief McQueen about the Golf Cart Ordinance. Chief McQueen stated that it has been well received, over 100 permits have been issued and so far no accidents.
  • Upcoming events include the Covered Bridge Festival.
  • Mayor Wyndham commented that everything went well during the Street Fest.

 

NEW BUSINESS:

  • Police Dispatch Contract – Ruthann Jeffries made a motion to approve Resolution 2019-4, an Interlocal Agreement between the Clay County Board of Commissioners and the City of Brazil, Indiana relating to Dispatch Services for the City of Brazil to be provided by Clay County, Indiana, seconded by Mayor Wyndham. The motion passed 2-0.  The City agrees to pay $125,000 in two equal installments to the County.  The terms of this agreement are one year commencing January 1, 2020 through December 31, 2020.
  • GAI Contract – Ruthann Jeffries made a motion to approve the contract between GAI and the City of Brazil for updating the Brazil 2019 Asset Management Plan and preparing bidding documents for the upcoming 2020 Community Crossings Grant through INDOT, seconded by Mayor Wyndham. The motion passed 2-0.
  • Mow List (see attached) – Ruthann Jeffries made a motion to approve the Mow List for September 25, 2019, seconded by Mayor Wyndham. The motion passed 2-0.
  • Clean Up List (see attached) – Ruthann Jeffries made a motion to approve the Clean Up List for September 25,2019, seconded by Mayor Wyndham. The motion passed 2-0.  Ruthann asked about wood laying in yards in the City.  Planning and Zoning Administrator Janet McClellan said that she will look at the Ordinance.

 

AUDIENCE COMMENTS:

  • Daniel Rose thanked the Mayor and the City for taking care of the lot next to him on Meridian Street and asked about the heavy trash pickup dates

  • Clerk – Ruthann Jeffries made a motion to approve; seconded by Mayor Wyndham. The motion passed 2-0
  • Utilities – Ruthann Jeffries made a motion to approve; seconded by Mayor Wyndham. The motion passed 2-0.

 

FUTURE AGENDA: The next Board of Works Meeting will be October 9th.

 

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Mayor Wyndham.  The motion passed 2-0.  Meeting was adjourned at 10:18 a.m.
