MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR JULY 11, 2018

 

A meeting with the Board of Public Works was held on July 11, 2018 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, Deputy Clerk Melissa Dorsett. City Attorney Traci Orman was absent.

OTHERS PRESENT: Chief Clint McQueen, Planning and Zoning Administrator Janet McClellan, Planning and Zoning Assistant Cathy Hunter, Grant Administrator Kristy Jerrell, Andy Mysak of Mysak & Palmer, Nicholas Mack of Mysak and Palmer, Brazil Times Editor Frank Phillips, Daniel Rose

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: Ruthann Jeffries made a motion to approve minutes from June 13, 2018; seconded by Mayor Wyndham.  The motion passed 2-0.  Linda

Messmer made a motion to approve minutes from June 27, 2018; seconded by Ruthann Jeffries.  The motion passed 2-0.

OLD BUSINESS: NONE

 

POLICE CHIEF REPORT: Chief Clint McQueen

  • There were 641 calls for service for June which led to 73 investigations, 31 arrests, 39 tickets issued, 57 warnings issued and 24 crashes.
  • The City staffed officers for the 4th of July Festival and had no major issues.
  • Mayor Wyndham asked if the calls for service were down from last year for the month of June. Chief McQueen said yes and attributed it to the high temperatures this year.
  • Ruthann Jeffries and Linda Messmer thanked Chief McQueen for his report and let him know that they really appreciate it. Mayor Wyndham stated that he is very thankful for Chief McQueen and all of the officers and believes that their presence has helped to keep the number of police calls down this year.

 

NEW BUSINESS:

  • A Public Hearing was opened at 10:12 to discuss the Façade Grant. Grant Administrator Kristy Jerrell gave an update and will provide minutes. Andy Myszak from Myszak & Palmer gave design details for businesses that are participating in the grant application.  The Public Hearing was closed at 10:42.
  • Approval -Change Order for Water Project – Dashiell – Change order no. 2 was presented for approval. It includes the upgrading of outdated motor starters for 2 existing high service pumps at the Water Treatment Plant, along with associated PLC programming, wiring and related materials.  The cost of change order no. 2 is $13,981.00.  Ruthann Jeffries made a motion to approve change order no. 2 from Dashiell Contracting for $13,981.00; seconded by Linda Messmer.  The motion passed 3-0.
  • Approval of Invoice -GAI Road Asset Management Plan – GAI Consultants submitted an invoice for professional services associated with the Road Asset Management Plan (PASER Study). This study is necessary in applying for Community Crossings funds.  Linda Messmer made a motion to approve invoice no. 2126608 for professional services through June 23, 2018 for the PASER Study for $13,838.00; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Approval of Invoice -GAI Jackson Street Sidewalk – GAI Consultants submitted and invoice for professional services associated with the Jackson Street Sidewalk and ADA Ramp Design project. Mayor Wyndham stated that the project is close to being ready to take bids.  Linda Messmer made a motion to approve invoice no. 2126606 for professional services through June 23, 2018 for the Jackson Street Sidewalk and ADA Ramp Design for $18,690.00; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Mowing -Linda Messmer made a motion to approve the Mow List for July 11, 2018; seconded by Ruthann Jeffries. The motion passed 3-0

  • Clerk – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.
  • Utilities – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Linda Messmer; seconded by Ruthann Jeffries.  The motion passed 3-0.  Meeting was adjourned at 10:55 a.m.
