MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY

BRAZIL, INDIANA

FOR MAY 8, 2019

 

A meeting with the Board of Public Works was held on May 8, 2019 at 10:00 a.m. in the Council Chambers of the Brazil City Hall.  The meeting was called to order by Mayor Wyndham.

ROLL CALL: Mayor Wyndham, Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman, Deputy Clerk Melissa Dorsett

OTHERS PRESENT: Planning and Zoning Administrator Janet McClellan, Planning and Zoning Assistant Cathy Hunter, Fire Chief Jake Bennett, Daniel Rose

PLEDGE: The pledge to the Flag was led by Mayor Wyndham.

APPROVAL OF MINUTES: Linda Messmer made a motion to approve minutes from April 24, 2019; seconded by Ruthann Jeffries.  The motion passed 3-0.

APPROVAL OF MEMORANDUM OF EXECUTIVE SESSION: Ruthann Jeffries made a motion to approve the memorandum of executive session from May 7, 2019; seconded by Linda Messmer.  The motion passed 3-0.

OLD BUSINESS: NONE

 

NEW BUSINESS:

  • Wyndham Bros. Contract for 5/28/19 Auction – The City of Brazil will be having a surplus auction on May 28th for surplus equipment and city lots. Brian Wyndham will be the auctioneer but will not be compensated. All commission from the sale will be paid to Brazil Main Street, a not for profit group. Ruthann Jeffries made a motion to approve the Real Estate and Personal Property Auction Contract between the City of Brazil and Brian Wyndham; seconded by Linda Messmer.  The motion passed 2-0.
  • Decision from 5/7/19 Executive Session – The Board of Works met for an executive session on May 7, 2019 to discuss a personnel issue with the Police Department. Linda Messmer made a motion to reverse the decision; seconded by Ruthann Jeffries.  The motion passed 3-0.
  • Agreement for Fire Protection Services -IVC/PPG – Fire Chief Jake Bennett was present to discuss the agreement between IVC/PPG and the need for an incremental increase in order to reach a plateau payment of $7700 by the year 2020. The additions in the contract include annual visits by the Brazil City Fire Department and mock disaster drills.  Ruthann Jeffries made a motion to approve the Agreement for Fire Protective Services between the City of Brazil and IVC Industrial Coatings, Inc; seconded by Linda Messmer.  The motion passed 3-0.
  • Clean-Ups List (see attached) – Linda Messmer made a motion to approve the clean-up list for May 8, 2019; seconded by Ruthann Jeffries. The motion passed 3-0.
  • Mowing List (see attached) -Linda Messmer made a motion to approve the mowing list for May 8, 2019; seconded by Ruthann Jeffries. The motion passed 3-0.
  • Resolution 2-2019 (typo) – City Attorney Traci Orman noted that there was a typo in Resolution 2-2019, Exhibit A. 235 W North needs to be changed to 625 W North.  Linda Messmer made a motion to approve the changes to Resolution 2-2019, seconded by Ruthann Jeffries.  The motion passed 3-0.  Board of Works members will initial the changes on original Resolution 2-2019.

 

AUDIENCE COMMENTS: Daniel Rose asked about the city lot sale, specifically about the lots next to his property on Meridian Street.  Mr. Rose also asked about the process of reporting a street light outage.  Mr. Rose was told to call the Mayor’s assistant or to go online and report the outage on the Duke website

  • Clerk – Linda Messmer made a motion to approve; seconded by Ruthann Jeffries. The motion passed 3-0
  • Utilities – Ruthann Jeffries made a motion to approve; seconded by Linda Messmer. The motion passed 3-0.

ADJOURNMENT: A motion to adjourn the meeting was made by Ruthann Jeffries; seconded by Linda Messmer.  The motion passed 3-0.  Meeting was adjourned at 10:24 a.m.
